Analysis
Kendig Keast Collaborative (KKC) will provide professional community planning services to assist the City in completing a Design Strategy for Pioneer Parkway that highlights and honors the area's heritage and emerging international character, which starts in Arlington and extends eastward to Grand Prairie's Asia Times Square Marketplace. Design concepts will focus primarily on the public property realm, with some recommendations for private property to enhance the international character (approx. 3.5 miles).
This will allow the City to develop both visual and functional design elements for this area going forward. This project encompasses three council districts: District One represented by Mrs. Jorja Clemson, District Two represented by Mr. Jim Swafford and District three represented by Mr. Mike Del Bosque.
During the yearly budget process, this need was identified as a possible candidate for future study. This firm was chosen for their familiarity and experience with similar work in other communities that resulted in elevating a corridor's profile and character.
Both Tarrant and Dallas Counties have expressed interest in contributing to the project pending approval from their entities. Any funding received will be reimbursed to the Street Capital Projects Fund (400192).
Financial Consideration
Funding for an ordinance amending the FY 2018/2019 Capital Improvement Projects Budget; Professional Planning Services contract with Kendig Keast Collaborative for planning, corridor studies, and urban design of Pioneer Parkway from the City Limits at Asia Times Square to Belt Line Road in the total amount $90,575.50, is available by approving an ordinance transferring and appropriating from the unobligated fund balance of Street Capital Projects Fund (400192) to WO #01917101 (Pioneer Pkwy Urban Design)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2018/2019 Capital Improvement Projects Budget by amended by transferring and appropriating $90,576 from the unobligated fund balance in the Street Capital Projects Fund (400192) to WO #01917101 (Pioneer Pkwy Urban Design)
