Consider a request to approve a site plan for the construction and operation of a Veterinarian Clinic. The 0.86-acre property, located at 2942 W. Camp Wisdom Road, is zoned General Retail1 (GR-1) District. The property lies within City Council District 4, represented by Councilman Richard Fregoe.

PURPOSE OF REQUEST:                     

 

SUMMARY:

 

Consider a request to approve a site plan to construct and operate a one story, 4,905 square foot Veterinary Clinic providing medical care for domestic animals, including emergency and routine care for local pet owners.  A single family home currently occupies the 0.86-acre property generally located north of W. Camp Wisdom Road and approximately 460 feet east of Magna Carta Boulevard (2942 W. Camp Wisdom Road)

 

The unplatted property is zoned General Retail-1 (GR-1) District  A Veterinary Clinic is allowed use by right within the GR-1 district subject to indoor (overnight) kennel as accessory to primary veterinarian related uses.

 

The property is adjacent to medial offices uses to the west and proposed fast-food restaurant to the east and existing drives traversing east-west from abutting business shall provide primary access to the property via Camp Wisdom Road.

 

As proposed, the development complies with the dimensional and setback requirements for the GR-1 district. The proposed single-story, single-tenant building, comprised of primarily brick, stone and masonry exterior materials meets that masonry requirement (100%) of the UDC.  Adequate landscaping is provided 38 %, which exceeds the minimum 10% requirement.  The site provides for five (Chinese Pistache) street trees and three (Shumard Oak) on-site canopy trees.

 

CONFORMANCE WITH COMPREHENSIVE PLAN: 

 

The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan designates this area as appropriate for Commercial/Retail/Office uses.  The FLUM indicates Commercial/Retail/Office category should include a mixture of office, retail and service uses.  Staff finds that the proposed use is consistent with the current FLUM designation.

 

RECOMMENDATION:

 

The Development Review Committee recommends approval.

 

The Planning and Zoning Commission recommended approval of this request by a vote of 5-0.
