SUMMARY:

 

Consider a request to approve a site plan to construct and operate a one story, 9,100 square foot commercial building for retail and service uses.  The vacant 0.694-acre property, generally located southwest of Small Hill Street and North Belt Line Road; more specifically at 203 Belt Line Road.  The property is zoned Commercial (C) district and is within the Central Business Corridor Overlay District, Section 2 ---John W. Kirk Survey, Abstract No. 726

PURPOSE OF REQUEST:                     

 

The applicant is seeking site plan approval allowing for final permitting, construction and operation of a 9,100 square foot retail and service strip center.  The 0.694 acre vacant lot is zoned Commercial (C) district and lies with the Central Business District No. 2. Retail and personal service uses are allowed by right within the C zoning district; however, new development with CBD-2 requires City Council approval of the site plan.

 

Proposed uses for the 9,100 square foot single story building include:

                     4,875 sq. ft. full service laundromat (automated washers & dryers) w/full laundry services provided.

                     3,120 sq. ft. retail lease space, for neighborhood general retail services.

                     1,105 sq. ft. commercial lease space for either professional office and/or personal service uses. 

 

The property abuts a regional bus terminal to the west, personal service uses to the north (salon); self-service car wash to the south, and  N. Belt Line Road to the east.  Access to the site will be from a proposed new driveway on N. Belt Line Road.  It is anticipated that a shared access may be provided between the subject property and the carwash located to the south of the subject property at some point in the future.

 

As proposed, the development complies with the dimensional and setback requirements for the C district. The proposed single-story multi-tenant building, comprised of primarily brick, stone and masonry exterior materials and typical glass store front, meets that masonry requirement of the C district.  Adequate landscaping is provided (8 %), which exceeds the minimum 5% requirement.  The site provides for four (4) street trees and three (3) on-site canopy trees.

 

 

CONFORMANCE WITH COMPREHENSIVE PLAN: 

 

The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan designates this area as appropriate for Mixed Use uses.  The FLUM indicates Mixed Use category should include a mixture of high density residential, personal service and some limited office uses in a pedestrian orientated development.  While the proposal does not include any residential uses, staff finds that the proposed use is consistent with the current FLUM designation.

 

RECOMMENDATION:

 

The Development Review Committee recommends approval.
