Analysis

A traffic signal at Lake Ridge Pkwy and S. Grand Peninsula Dr. is needed to facilitate fire trucks to and from the new Fire Station 10 at Balboa and S. Grand Peninsula Dr.  Also, staff has conducted traffic signal analyses for the installations of a traffic signal at England Pkwy at N. Grand Peninsula Dr. and S. Grand Peninsula Dr., and at W. Camp Wisdom Rd. at Lynn Rd.  These intersections are currently controlled by stop signs and are warranted for the installation of a traffic signal.

 

A notice of bid was posted on Bidsync on June 30, 2016.  Three bids were received and opened on July 18, 2016.  The low bid was received from Durable Specialties, Inc. in the amount of $364,940.  Durable Specialties, Inc. has installed numerous traffic signals in Grand Prairie with excellent results.

 

Staff proposes a 5% contingency in the amount of $18,247, and in-house inspection in the amount of $11,000.

 

In addition to the project award cost, the City will purchase the required equipment which will consist of poles, cabinet and controllers, video detection cameras (VIVDS), Opticom detectors, battery backups, ethernet switch and signal communication equipment and provide this equipment to the contractor for installation.  The estimated cost of the signal equipment is $133,000.  The equipment purchases have been previously approved by City Council as part of annual purchase agreements.  Thus, the total cost for the traffic signals is $527,187.

 

Staff recommends that the Mayor and City Council authorize the City Manager or his designee to execute a contract with the low bidder, Durable Specialties, Inc. in the amount of $364,940; provide a 5% contingency in the amount of $18,247; approve the purchase of traffic signal equipment in the amount of $133,000 using existing price agreements; and approve in-house inspection in the amount of $11,000.

 

Financial Consideration

Funding for the contract with Durable Specialties, Inc. in the amount of $364,940, a 5% contingency in the amount of $18,247; and in-house inspection in the amount of $11,000 for a total of $394,187 is available in the Street Capital Projects Fund (400192) WO #01606103 (FY 16 High Accident Locations) as follows: $383,187 in 68540 (Construction) and $11,000 in 68999 (Labor Distribution).

 

Funding for the purchase of traffic signal equipment in the amount of $133,000 using existing price agreements is available in the Street Capital Projects Fund (400192) WO #01606501 (FY 16 Traffic Signal/Engineering) 68513 (Traffic Signal Equipment).
