In 2012, the City of Grand Prairie received a $50,000 Our Town Grant from the National Endowment for the Arts to train participants in the Weed & Seed Job Training Program in the skill of commercial thin-set tile installation while working with an artist to install a tile mural in a visible location in the City. The Grand Prairie Sports Facilities Development Corporation provided the cash match required for the project, which will result in a tile mural on a wall at NE15th Street that is visible from I-30.
In 2014, the City of Grand Prairie was invited to participate in a second round of grants from the National Endowment for the Arts called the Arts Engagement in American Communities Grant. It is designed to deepen the engagement impact of exposure to the arts. This grant program requires an application for a minimum $20,000 grant project with a $10,000 cash match. Grant activities will include the compilation and editing of still shots, video and sound-bytes captured during the Our Town Project into a documentary film showcasing the tile mural, artist, Weed & Seed Job Training Program, the National Endowment for the Arts and the City of Grand Prairie. All grant activities must be concluded by March 31, 2016.
Financial Consideration
The documentary film about the Our Town grant project will cost $30,000. The National Endowment for the Arts has approved the City’s application for a $10,000 grant with the expectation that the City would match the $10,000 by at least $10,000. There are unexpected savings in the donation from the Grand Prairie Sports Facilities Development Corporation for the tile art project to cover the cost of this grant application which would document the tile art project.
Thus, we are seeking to transfer $20,000 of the $30,000 in Sports Corporation’s donation savings for the tile art project from Activity 71213025 as the cash match for the second National Endowment for the Arts grant Activity 71214025 for the purpose of creating a documentary film about the tile art project. Both the Sports Corporation and the City of Grand Prairie will be listed as sponsors of the documentary film.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, RATIFYING THE FILING OF A GRANT APPLICATION WITH THE NATIONAL ENDOWMENT FOR THE ARTS FOR AN ARTS ENGAGEMENT IN AMERICAN COMMUNITIES GRANT; AUTHORIZING TOM HART, CITY MANAGER, TO ACT ON BEHALF OF THE CITY OF GRAND PRAIRIE IN ALL MATTERS RELATED TO THE APPLICATION; AND PLEDGING THAT THE CITY OF GRAND PRAIRIE WILL COMPLY WITH ALL PROJECT REQUIREMENTS OF THE NATIONAL ENDOWMENT FOR THE ARTS - ARTS ENGAGEMENT IN AMERICAN COMMUNITIES GRANT.
Whereas, the National Endowment for the Arts - Arts Engagement in American Communities Grant program seeks to increase understanding and the engagement impact of exposure to arts by providing arts interpretation.
Whereas, the City of Grand Prairie in the State of Texas is qualified to apply, and was specifically invited to apply, for project funds under the request for Project Applications.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. Tom Hart, City Manager is authorized to accept grant project funding under the National Endowment for the Arts -Request for Project Applications for the Arts Engagement in American Communities Grant Program and act on behalf of the City of Grand Prairie in all matters related to the project contracts.
SECTION 2. City of Grand Prairie will comply with the requirements of the National Endowment for the Arts - Arts Engagement in American Communities Grant.
SECTION 3. The City of Grand Prairie will allocate and expend the necessary monies to support this grant project and then seek reimbursement from National Endowment for the Arts on a timely basis.
SECTION 4. The documentary film will widen and deepen the engagement impact of exposure to the arts in our community while positively promoting the City locally, statewide and nationally.
