Analysis
Keep Grand Prairie Beautiful, a functional group within the Solid Waste and Recycling Division, has long partnered with the Grand Prairie Independent School District through a program titled “Green and Clean Campuses Program” or GCCP. This cooperative effort between the City and the school district provides educators with the tools necessary to encourage students to make a difference in their community by facilitating litter prevention, recycling and beautification. GCCP was first launched in 1998 with five campuses. It has grown over time to involve over 200 dedicated GPISD staff-members. Since 2015, the collaboration has strengthened to include award-winning educational tours of the landfill for ISD students. In 2017 alone, over 450 students benefited from this.
An outcome of these efforts is an increasing desire to recycle in the schools. Unfortunately, an audit revealed that the schools lack critical infrastructure to provide these recycling opportunities. This grant will provide funding for 265 high-quality, heavy-duty recycling containers to be deployed in 42 schools. As part of the bin deployment, there will be a plastics pollution awareness campaign in which “A Plastic Ocean” will be featured at the Uptown Theater on November 3, 2018. At this exciting recycling program launch event, the producer of the documentary, Jo Ruxton, will be the keynote speaker.
The total grant request is $49,025 and is solely for the purchase of bins in FY 2019.
The benefits to the City are reduced plastics in the landfill, saved airspace in the landfill, increased social awareness and responsibility in the community (as regards plastic waste) and potentially, reduced litter.
Financial Consideration
The City of Grand Prairie will request $49,025 of solid waste grant funds to provide these containers to the schools. No matching funds are required for this grant but we anticipate $2,000 in in-kind contribution based on an estimation of staff time necessary to complete grant obligations.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE FILING OF A PROJECT APPLICATION WITH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR AN NCTCOG MATERIALS MANAGEMENT GRANT, “PLASTIC OCEAN COMMUNITY AWARENESS AND COMMON AREA RECYCLING BIN INSTALLATION AT GRAND PRAIRIE ISD” IN THE AMOUNT OF $49, 025; AUTHORIZING THE CITY MANAGER, TOM HART OR HIS DESIGNEE, TO ACT ON BEHALF OF THE CITY OF GRAND PRAIRIE IN ALL MATTERS RELATED TO THE APPLICATION; AND PLEDGING THAT IF FUNDING FOR THIS PROJECT IS RECEIVED THE CITY OF GRAND PRAIRIE WILL COMPLY WITH ALL PROJECT REQUIREMENTS OF THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, TEXAS COMMISSION ON ENVIRONMENTAL QUALITY AND THE STATE OF TEXAS
WHEREAS, the North Central Texas Council of Governments (NCTCOG) is directed by the Texas Commission on Environmental Quality (TCEQ) to administer solid waste project funds for the implementation of NCTCOG’s adopted Regional Solid Waste Management Plan; and
WHEREAS, The City of Grand Prairie in the State of Texas is qualified to apply for project funds under the Request for Project Applications.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS THAT:
SECTION 1. The City Manager or his designee is authorized to request project funding under NCTCOG’s NCTCOG Materials Management Grant Program and act on behalf of City of Grand Prairie in all matters related to the grant project application and any subsequent project contract that may result.
SECTION 2. If the grant project is funded, The City of Grand Prairie will comply with the requirements of NCTCOG, TCEQ, and the State of Texas.
SECTION 3. The local government will allocate and expend the necessary monies to support this grant project and then seek reimbursement from NCTCOG on a timely basis.
SECTION 4. The grant project funds and any project-funded equipment or facilities will be used only for the purposes for which they are intended under the project.
SECTION 5. The grant activities for this project will comply with and support the adopted regional (and local) solid waste management plans adopted for the geographical area in which the activities are performed.
