Analysis
As part of the City’s ongoing Capital Improvements Program, wastewater locations in decaying condition are recommended for replacement by the Water Utilities staff on a yearly basis. City staff has prepared plans and specifications to replace a decaying aerial wastewater main crossing over Kirby Creek, located behind the property at 530 Sir Roland Drive. This aerial wastewater main includes approximately 178 LF of 8” wastewater pipe replacement, 4 new drilled piers for the aerial wastewater main crossing, 4 new wastewater manholes, and approximately 1,350 square yards of surface restoration, including approximately 1,100 square yards of sod.
While negotiations were ongoing with property owners to obtain construction access for the wastewater main crossing, City staff was notified that the slope along Kirby Creek behind 520 Sir Roland Drive had failed, and the failure was in danger of including a portion of the existing public wastewater main within a dedicated easement along the backyard of 520 Sir Roland Drive. As per the recently approved erosion resolution, the City is responsible to protect such public facilities. City staff prepared additional plans and specifications to repair the slope failure immediately adjacent to the existing wastewater main by constructing a gabion wall to armor the bank of Kirby Creek and prevent additional erosion and future slope failures. These slope repairs include approximately 1,100 cubic yards of excavation, 235 cubic yards of PVC coated gabion baskets, 1,100 cubic yards of select fill, and other miscellaneous items related to gabion construction. Also included is approximately 70 cubic yards of rock rip rap in order to repair some minor erosion issues around the Vernoy Branch pond outfall structure and for any additional slope armoring adjacent to the gabion structure. The Vernoy Branch pond project is included here because access to that project will be through the same neighboring properties and doing both projects at once will reduce the impact on the neighborhood.
The City of Grand Prairie advertised and received three (3) proposals for this project on Tuesday, June 28, 2016. A proposal from Rumsey Construction, LLC was disqualified due to their failure to provide a bid bond, as required in the proposal documents. Below is a summary of qualified proposals and their respective proposed contract amounts:
Klütz Construction Total Bid: $807,855.50
Ark Contracting Services Total Bid: $980,765.00
This project was bid using the Competitive Sealed Proposals method, which allows the City to select a contractor based upon the best value for the City based upon the ranking criteria specified in the bid documents. An evaluation committee consisting of City personnel then ranked each contractor based upon the ranking criteria. The evaluation committee reached a consensus that Klütz Construction's proposal represented the best value for the City for this project.
Staff recommends that this project be awarded to Klütz Construction for the low bid amount of $807,855.50.
Project is anticipated to begin in August 2016 with a construction timeline of 180 calendar days until completion.

- $20,197 to 68999 (Labor Distribution)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $88,303 FROM THE UNOBLIGATED FUND BALANCE IN THE WASTEWATER CAPITAL PROJECTS FUND (500692) TO WO #01612203 (SIR ROLAND WWST)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2015/2016 Capital Improvement Projects Budget be amended by transferring and appropriating $88,303 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01612203 (Sir Roland WWST).
