Analysis
As part of the previously approved 2015 budget, $394,698 in CDBG funding has become available for allocation.  Administration and Public Services will continue to be subject to their respective regulatory caps and are not eligible to receive additional funding as part of this allocation.  Currently we have a waiting list consisting of approximately 10 citizen applicants whose houses qualify for reconstruction and/or rehabilitation because of severe deterioration and substandard conditions.  This allocation will assist us in funding these varied projects.  This additional funding also allows for the reallocation of $185,464 in HOME funds from the reconstruction and rehabilitation program to the Grand Prairie Community Housing Development Organization, Dream Builders Project that will provide newly constructed homes for qualified low to moderate income families.
 
Additionally, the Grand Prairie Wellness Center has closed.  By virtue of this closure the PY14 allocation to them of $31,296 is available for redistribution.  Staff recommends dividing the released amount equally among the 4 highest ranked agencies as designated by the HCIC, resulting in an increase of $7,824 for GP Unied Charities, Brighter Tommorrows, Children's First Center, and Lifeline Shelter.
 
This item was presented to the City Council Finance and Government Committee on February 3, 2015 for their approval, as well as the approval by the City Council.
 
Financial Consideration
Funding is available by allocating to CDBG rehabilitation and reconstruction in the amount of $394,698, reallocating to current PSA's in the amount of $31,296 and reallocate to Grand Prairie Community Housing Development Organization in the amount of $185,464.
