Analysis

This project was originally driven by the 2008 Grand Prairie Wastewater Master Plan, identifying it as a need to alleviate periodic sanitary sewer overflows during wet weather periods.  This project was selected by the Texas Water Development Board as a project eligible for a Green Project Reserve Grant, equating to $87,000 towards the construction cost being provided to the City by the State. TWDB has approved the award and issuance of a notice to proceed for this project.

Fargo Outfall Rehab was awarded by the City in 2015, but the project was necessarily terminated after 60% of construction had been completed in April 2017, due to capacity restrictions in the downstream TRA line which created capacity surcharging.  A plan was developed to subsequently re-advertise the remaining section of the Fargo Outfall Rehab project, which upon completion of TRA improvements allowed for the remaining section of the City’s project to advance in early 2018, now named Fargo Outfall Rehab Ph II.

Fargo Outfall Rehab Project Ph II (WO #01211801) consists of the rehabilitation of wastewater pipelines west of FM 1382, south of Fargo Drive. This project provides for the rehabilitation of 1661 linear feet of existing 30-inch and 442 linear feet of 10 and 21-inch pipelines using cured in place pipe.

On Tuesday, March 20, 2018 the City of Grand Prairie opened four bids for Fargo Outfall Rehab Project Ph II. The apparent low bidder is T. Gray Utility Company in the Total Bid amount of $408,037.25 as follows:

Construction of this project is scheduled to begin around the third week of June 2018 with projected completion around the end of December 2018.

Funding for the construction contract with T. Gray Utility Company for Fargo Outfall Rehab Ph II Project in the total amount of $408,037.25 in-house engineering in the amount of $20,400; and 5% construction contract contingency in the amount of $20,400; for a total project cost of $448,837.25 is available in Wastewater Capital Projects Fund (500692) WO #01812503 (FY18 WWMP-Priority Overflow Projects)
