Consider a request to approve a site plan amendment to change building materials on an existing convenience store.  The 2.87-acre property, located at 1525 N. Beltline Rd., is zoned Planned Development No. 217 (PD-217) District, and is within the Interstate Highway 30 (IH 30) and Beltline Corridor Overlay Districts.

PURPOSE OF REQUEST:      
 
The applicant is proposing a site plan amendment to allow changes in the building elevations; specifically, the addition of stone accents to the convenient store.  The other existing structures will remain as they are today.  
 
BACKGROUND:
 
On November 15, 2005, the City Council approved site plan S051101, a proposal for a convenient store with gasoline sales.   
 
On April 14, 2015, an application was submitted which requested approval to change the elevations on the existing 4,997-square-foot convenient store with no other changes to the existing structures or site design of the 2.50-acre property.
 
On May 21, 2015,  Development Review Committee (DRC) meetings was held.  Staff met with the applicant to discuss the proposal.  The proposal was cleared to move forward subject to conditions.
 
On May 18, 2015, legal notice was mailed to affected property owners and notice of the upcoming public hearing was published in the Fort Worth Star Telegram.
 
On June 1, 2015, the item is scheduled to be heard by the Planning and Zoning Commission.
 
On June 16, 2015, the item is scheduled to be heard by the City Council.
 
CONFORMANCE WITH COMPREHENSIVE PLAN:  
 
The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan designates this area as Commercial/Retail/Office (CRO) uses.  The FLUM indicates Commercial/Retail/Office category should include office, neighborhood services, general retail, commercial, and Planned Development districts with one or more of these uses.  The proposed use is consistent with the FLUM designation.
 
UNIFIED DEVELOPMENT CODE ANALYSIS:
 
Elevations
 
The elevations proposed differ from those previously approved by the City Council.  The subject site is within the Beltline Corridor Overlay District and is within PD 217 which calls for a distinctive Spanish Style architecture.  The applicant proposes to add stone accents to the existing convenient store. While the elevations will differ from the approved elevations the addition of the stone does not substantively alter the character of the building.    
 
RECOMMENDATION:
 
The Development Review Committee reviewed this request and cleared it to proceed to the Planning and Zoning Commission. Staff recommends approval of the requested changes.
