SUMMARY:
Approval of a Replat creating one non-residential lot on 1.528 acres. The subject property is addressed as 2010 S. Belt Line Road and zoned Planned Development 358 (PD-358) District for general retail uses.
ADJACENT LAND USES AND ACCESS:
North - A natural pond located on undeveloped land is north of the subject property. Further north is Marshall Drive, designated as a four-lane undivided minor arterial on the Master Transportation Plan. North of Marshall Drive is undeveloped land zoned General Retail (GR) District.
South - Properties zoned PD-358 and Single Family-Two (SF-2) District are south of the subject property. A single family home and accessory structures are located south.
East - Single family residential uses are located to the east. These properties are zoned SF-2 District.
West - Belt Line Road is located west of the subject property. Properties zoned Multi-Family One (MF-1) District and GR District are located west of Belt Line Road; single family residential uses are located on these properties.
PURPOSE OF REQUEST:
The purpose of the replat is to create a single lot from part of Lots 12 and 14, Block A of Lakeland Heights Addition in order to develop a Family Dollar. A Site Plan for the 8,320 square foot store was approved in November of 2016 (Case Number S161102).
CONFORMANCE WITH COMPREHENSIVE PLAN:
The 2010 Comprehensive Plan’s Future Land Use Map (FLUM) designates this area as Commercial/Retail/Office (C/R). Commercial/Retail/Office development should include office, service and retail uses. The proposed use is consistent with the Comprehensive Plan.
DENSITY AND DIMENSIONAL IMPACTS:
The replat conforms to the density and dimensional standards of the Unified Development Code (UDC).
PLAT FEATURES:
The site is accessible from Belt Line Road. Before the plat is filed, the developer shall file the mutual access easement with the county and add the recording information to the plat. The plat depicts required utility easements and the erosion hazard setback.
REQUESTED APPEALS BY APPLICANT:
The applicant is not requesting any appeals.
RECOMMENDATION:
The Development Review Committee recommends approval subject to the conditions in DRC comments.
