Analysis
On November 16, 2010, the City of Grand Prairie awarded a construction contract to Jackson Construction in the grand total amount of $4,064,520.45 and authorized a 5% contingency of $203,226 for a total of $4,267,746.45 for the Forum/Crossland Road Paving, Drainage, and Water Improvements; and Wastewater Improvements in Robinson Road and Along West Side of SH 161 between Hopi Land and Mayfield Road.
This project, funded by TIF-2, primarily provided for the extension of Forum and Crossland Boulevard to connect to the intersection built as part of the SH 161 Frontage Roads to include the extension of City utilities and any additional related items.
This project provided for the following improvements:
1. Extension of approximately 2,200 LF of Forum Drive (4-lane divided roadway in a 100' ROW) from its intersection with Waterwood Drive to the Forum/Crossland Crossing at SH 161
2. Extension of approximately 1,210 LF of Crossland Boulevard (4-lane divided roadway in a 100' ROW from the Forum/Crossland Crossing at SH 161 to the intersection of Robinson Road and Crossland Boulevard.
3. Installation of approximately 5,500 LF of 12" PVC wastewater line along the west side of Robinson Road, from the connection point at an existing Trinity River Authority (TRA) sanitary sewer line at Robinson Road's crossing with North Fork Fish Creek to extend north to Mayfield Road.
4. Installation of approximately 2,730 LF of 12" PVC sanitary sewer line west of SH 161 between Mayfield Road and Hopi Lane
5. Improvements include storm drainage; street lighting; traffic signalization; a 16" water line along the extension of Forum Drive and Crossland Boulevard; a duct bank system along Crossland Boulevard and Forum Drive (from Sara Jane Parkway to SH 161); and streetscaping 6. Cimarron Outfall improvements at Prairie Creek
7. Added alternate bid provided for the installation of 1,650 LF of 10' x 8' box culvert along the outfall channel between Cimarron Estates and Prairie Creek.
Change Order 1 in the amount of $140,282.48 provided for the addition of cement to the lime stabilized sub-grade for Forum and Crossland Roads between Waterwood and Robinson Road. Incorporating cement into the lime stabilized subgrade will add 5 life years to the proposed pavement as determined by the geotechnical engineer. It also provided for the removal and replacement of grouted rock rip rap at Prairie Creek East of Robinson Road where silt has settled into the rock rubble creating a back up to the creek flow. This change order also provided for the installation of two storm drain access manholes and other miscellaneous items of work.
Change Order 2 in the amount of $56,586.79 provided for pavement leveling at Robinson Road north and south bound inside lanes of proposed Crossland Road. This roadway leveling will be performed by incorporating the Uretek method in which chemical foam is pumped under the pavement until reaching desired grade. This method is less invasive than conventional method as the conventional method required more traffic control and one lane will have to be closed for at least one week. This work is also needed in order to facilitate the construct of a new left turn lane bay without having to tie into an uneven and settled lane of traffic. This change order also provided for removal of existing fire hydrant in conflict with proposed construction at Forum and Waterwood.
Change Order 3 in the amount of $7,154.29 provided for the installation of street light conduits by bore to facilitate power transfer from Oncor poles to the street lightings in the medians.
Change Order 4 in the amount of $9,511.05 provided for the construction of a left turn lane at the Forum and Waterwood.
Current Final Change Order/Amendment 5 in the negative amount of -$88,054.04 is for project overruns, underruns and new items needed to final out construction of this project.
Financial Consideration
Total project cost: $4,190,001.02
No additional funding is required for the change order/amendment.
