Analysis
Council authorized the City of Grand Prairie to enter into an interlocal cooperation agreement with the City of Irving, TX on April 21, 2015 agenda item 15-4560 for a joint fire training center at an estimated cost of $2 million.
The first phase of the project included the award of the pre-engineered burn tower building with Reed Construction, Inc in the amount of $1,365,500.
The second phase of the project will include the site grading, wet utilities, storm drainage, entry drive, concrete skills training pad, security fencing, as well as a 4,000 square foot classroom building. The project is being awarded to JC Commercial, Inc for the base bid of $4,199,277. This base bid also includes $150,000 in owner contingency to address any unknown conditions which may be encountered as part of the construction process. The foundation of the pre-engineered burn tower will be awarded in the amount of $192,000 to Reed Construction through a change order to their existing contract as they were able to provide a low cost for the foundation. Training props at a cost of $150,369 to be constructed by the City of Irving,TX and F&F Concrete. Value Engineering Options by JC Commercial, Inc for a cost reduction of ($47,500). Furniture, fixtures and equipment at a cost of $130,000. A Project Cost Summary is attached as Exhibit A. For a total cost of $4,432,146 for an equivalent capital cost share of $2,216,073 plus a contingency of $33,927 for a total capital cost share to the City of Grand Prairie of $2,250,000. The shortfall for each City is $216,073. Through a joint collaboration meeting with the Irving and Grand Prairie City Managers and Fire Chiefs, a decision was made to make the total request for each city to be $250,000 in an effort to establish an additional contingency of $33,927, to avoid any future shortage so the project can be started before our ISO review begins in July of 2016.
The City of Irving paid $710,420 for the 6.94 acres and $315,060 for the Architectural fees. The City of Grand Prairie was not asked or obligated to contribute to either of these expenditures.
For their review and approval, this agenda item is set for the PSHE Committee on June 6, 2016 and the Finance and Government Committee on June 7, 2016.
Financial Consideration
Funding for the joint Irving/Grand Prairie Fire Training Center is available as follows:
1. $2,000,000 is available in the Fire Capital Improvement Projects fund (400591), WO #01600703 (Joint Irving/GP Training Ctr), 68540 (Construction)
2. $250,000 by approving an ordinance transferring and appropriating from the unobligated fund balance in the Fire Capital Projects Fund (400591) to WO #01600703 (Joint Irving/GP Training Ctr) GL account codes:
- $185,000 to 68540 (Construction)
- $52,500 to 68380 (Technology and Security Equipment)
- $12,500 to 60530 (Furniture)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $250,000 FROM THE UNOBLIGATED FUND BALANCE IN THE FIRE CAPITAL IMPROVEMENT PROJECTS FUND (400591), TO WO #01600703 (JOINT IRVING/GP TRAINING CENTER)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2015/2016 Capital Improvement Projects Budget be amended by approving an ordinance transferring and appropriating $250,000 from the unobligated fund balance in the Fire Capital Projects Fund (400591) to WO #01600703 (Joint Irving/GP Training Center).
