Title

Award bid to Longhorn Harley-Davidson ($87,141.24) for the purchase of four (4) Police Pursuit Vehicles (PPV) motorcycles; Freedom Dodge and Chevrolet ($295,750) for thirteen (13) 1/2 ton pickup trucks, and, Sam Pack's Five Star Ford ($34,266) for the purchase of one (1) 3/4 ton extended cab utility body pickup truck with ladder rack, for a combined total of $417,157.24

Analysis

These vehicles will either replace existing vehicles in the fleet or add to the fleet according to the city replacement schedule. The purchase of the vehicles were included in the FY 2016/2017 Approved Operating Budgets and include the following:

 

                     one (1) PPV motorcycle will be replacing one (1) 2011 PPV motorcycles and adding three (3) PPV motorcycles for Police;

                     ten (10) 1/2 pickup trucks will be replacing ten (10) 1998-2010 1/2 ton pickup trucks for Planning, Code Compliance, Water Inspections and Parks and Recreation, and, adding one (1) 1/2 ton pickup truck for Water Distribution and two (2) 1/2 ton pickup trucks for Police-Code Compliance.

                     one (1) 3/4 ton pickup with extended cab utility body will be added for Facility Services.

 

Notice of bid #17014 for four (4) PPV motorcycles was advertised and viewed by 14 vendors.  There was one (1) Grand Prairie vendor notified of this bid.  One (1) bid was received from a Grand Prairie vendor.  Bids were opened November 2, 2016, see Exhibit A for results.  The low bid received from Longhorn Harley-Davidson Grand Prairie ($87,141.24) meets specifications and is recommended for award.

 

Notice of bid #17016 for thirteen (13) 1/2 ton pickup trucks was advertised and viewed by 15 vendors.  There were (2) Grand Prairie vendors notified of this bid.  Four (4) bids were received, none from a Grand Prairie vendor, one being non-responsive.  Bids were opened November 2, 2016, see Exhibit A for results.  The lowest responsive bid received was from Freedom Dodge and Chevrolet in the amount of ($295,750) meets specifications and is recommended for award.

 

Notice of bid #17017 for one (1) 3/4 ton extended cab utility body pickup truck with ladder rack was advertised and viewed by 13 vendors.  There were two (2) Grand Prairie vendors notified of this bid.  Four (4) bids were received, none from a Grand Prairie vendor, one being non-responsive.  Bids were opened November 2, 2016, see Exhibit A for results.  The low bid received from Sam Pack's Five Star Ford ($34,266) meets specifications and is recommended for award.

 

Financial Consideration

Funding for the vehicles in the amount of $417,157.24 is budgeted as follows:

 

1.                     $70,785.31 in General Fund (283210-68320) Police;

2.                     $65,355.93 in Crime Tax Fund (286110-68320) Police;

3.                     $91,000 in General Fund (231010-68320) Planning;

4.   $22,750 in Water Wastewater Fund (303010-68320) Water Inspection;

5.   $22,740 in Water Wastewater Fund (361211-68320) Water Distribution:

6.   $42,000 in Capital Reserve Fund (402590-68320) Police-Code Compliance,

7.   $68,250 in Capital Reserve Fund (318793-68320) Parks and Recreation;

8.   $34,266 in General Fund (221310-68320) Finance-Facility Services.
