Analysis
On May 19, 2015, the City of Grand Prairie awarded a construction contract to SYB Construction in the amount of $548,527.70 and approved a 5% contingency of $27,426.00 for a total of $575,953.70 for the wastewater replacements construction project.
On October 13, 2015, the City awarded a change order/amendment No. 2 for the FY 2012/2013 wastewater replacements construction project in the amount of $66,590 to SYB Construction for additional construction costs at the Marshall Drive/Belt Line Road. location. These additional costs were due to the re-design and subsequent lowering of the proposed wastewater line because of unforeseen existing utility conflicts encountered by SYB Construction during construction at this location.
SYB Construction has now completed work at five of the six locations included in this construction contract. Change order/amendment No. 3 in the amount of $9,049 provides for the following:
- An additional $3,429 for additional pavement repairs at the NW 23rd/NW 24th Street location
- An additional $12,560 for the addition of a four foot diameter wastewater manhole and additional pavement repairs on Marshall Drive.
- A credit of $6,940 for the removal of a five foot diameter wastewater manhole at this location
Change order/amendment No. 1 was in the net amount of $16,879.00 for addition and deletion of items based upon different conditions encountered during the course of construction at the Austrian Way, Graham Street, Dallas Street, NW 23rd Street, and Marshall Drive.
Change order/amendment No. 2 was in the net amount of $66,590.00 for additional construction costs due to the re-design and subsequent lowering of the proposed wastewater line because of unforeseen existing utility conflicts encountered during construction at the Marshall Drive/Belt Line Road. location.
The current change order/amendment No. 3 in the amount of $9,049 is recommended for additional work to complete the contract requirements at the NW 23rd/NW 24th Street and Marshall Drive locations.
The revised overall project completion date for the construction contract is May 31, 2016.
Financial Consideration
All project contingency and remaining funds in the work order have been exhausted.
Funding is available as follows:
1. $9,049 is available by appropriating and transferring from the unobligated fund balance of Wastewater Capital Projects Fund (500692) to WO #01510303 (FY15 Wastewater main Replacements) 68540 (Construction).

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2015/2016 Capital Improvement Projects Budget be amended by transferring and appropriating $9,049 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) WO #01510303 (FY15 Wastewater Main Replacements)
