Title: Price agreement for Concrete Paving from Santos Construction, at an estimated annual cost of $9,985,525, with a secondary for McMahon Contracting at an annual cost of $9,226,667, a tertiary with New Star Grading & Paving with an annual cost of $11,395,850 and a fourth to NACC, Inc. at an annual cost of $10,594,889. All agreements will be for one year with the option to renew for four additional one year periods totaling $49,927,625 for Santos Construction, $46,133,338 with McMahon Contracting, $56,979,250 with New Star Grading and Paving and $52,974,445 with NACC, Inc., if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term

Analysis

The price agreement will be used for large concrete pavement repairs and replacements to maintain the City's streets and roadways.

 

Notice of bid# 16040 was viewed by 71 vendors.  There were two Grand Prairie vendors available and a total of five bids received as shown on Attachment A.  Vendors were asked to provide pricing per service for all repair items.  Annual estimated quantities are not known and vary from year to year.

 

The award was based on the best value criteria set up in specification, including reputation, price, past relationship with the city and other municipalities, if they are local, and other relevant criteria as listed in the specification.  Santos Construction has consistently demonstrated an eagerness to work expeditiously with the City.  Santos Construction provides a level of focus to the City that the other contractors have not provided.  Thus allowing; shorter completion time of projects and minimizing disruption of traffic and disturbances to residents.

 

The best value bid received from Santos Construction meets specifications and is recommended for award.

 

The secondary vendor, McMahon Contracting, the third vendor, New Star Grading and Paving and the fourth vendor, NACC, Inc. will only be used if the primary vendor cannot fulfill the needs of the City.

 

Financial Consideration

Funds are available in the Streets, Roads, Highway Maintenance 1/4 cent Sales Tax Funds (232010-01610503-63030) FY16 Street Maintenance Projects.  All work will be charged accordingly on orders through the end of the fiscal year.  Funding for future fiscal years will be paid from that year's approved budgets.
