Analysis
The Pump Station fuel island tanks are one of the City of Grand Prairie's primary fueling sites and managed by Fleet Services. This project involves the replacement of one (1) 20,000 gallon unleaded tank and one (1) 10,000 gallon diesel fuel tank that were installed September, 1989.
The age of the components of this fuel island (underground fiberglass tanks, lines, and other dispensing components) along with recommendations by Environmental Services result in this request of the removal and replacement of the dilapidated tanks with safer, more efficient and modern above-ground fuel tanks.
The entire project consists of:
• Complete removal and disposal of one (1) 20,000 gallon unleaded and one (1) 10,000 gallon diesel underground fiberglass tanks, fuel lines and other necessary components. (EXCLUDING CONTAMINATED SOIL DISPOSAL AND HAUL AWAY) $30,641.48;
• Complete installation of two (2) 12,000 gallon, UL 2085 double-walled, FIREGUARD tanks, fuel lines and tank monitoring and tank gauging to include all materials, labor, equipment, tools and all items and services necessary for installation of the aboveground tanks $242,126.11;
• Complete installation of a two (2) column 30' X 60' canopy to include all materials, labor, equipment, tools and all items and service necessary for installation of the canopy WITHOUT cased structural piers $52,102.78;
• Complete removal and disposal of a two (2) column 30’ X 50’ (estimated) canopy including all materials, labor, equipment, tools and all items and service necessary for complete removal of existing canopy. $5,950;
• Remove the backfill, take the TCEQ required soil samples, and send them to the lab for testing $5,865;
• Complete installation of two (2) new dual house product dispensing units to include all materials, labor, equipment, tools and all items and services necessary for installation and integration with existing fuel management software (FMS) $25,904.37;
• Complete installation of one (1) new Franklin Fueling Systems Incon TS-550 EVO Fuel Management System to include all materials, labor, equipment, tools and all items and services necessary for installation and integration with existing fuel management software $17,347.83;
• Complete installation of all new electrical for fueling system to include all materials, labor, equipment, tools and all items and services necessary for installation. $24,621.21;
• Fill excavation hole with new backfill material per specification addendum (INCLUDE ALL REQUIRED MATERIAL, TESTING, COMPACTION) $29,300;
• Complete installation of one (1) 750 gallon BlueUSA island friendly mini-bulk DEF plus dispensing and storage system to include all materials, labor, equipment, tools and all items and services necessary for installation and integration with fuel management system (FMS) $41,477.67;
• Complete installation of all new electrical for fueling system connected to existing backup generator to include all materials, labor, equipment, tools and all items and services necessary for installation $23,409;
• Contingency of 5% $24,937.27; and,
• Environmental contingency $30,000.
Notice of bid #19025 for Above Ground Tanks Installation was advertised and viewed by 152 vendors. There were two (2) Grand Prairie vendors notified of this bid. Two (2) bids were received from Grand Prairie vendors. Bids were opened June 20, 2019, see Exhibit A for results. The low bid received from Petroleum Solutions, Inc. of Grand Prairie ($498,745.45) meets specifications and is recommended for award.
Financial Consideration
Funding for the complete above ground tanks installation project at the Service Center for a total amount of $553,683 is as follows:
1. $496,000 is available in the Water Capital Projects Fund (500592), WO #01914703 (Pump Station Removal Underground Storage Tanks)
2. $57,683 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01914703 (Pump Station Removal Underground Storage Tanks)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2018/2019 WATER CAPITAL FUND BUDGET BY TRANSFERRING AND APPROPRIATING $57,683 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECTS FUND (500592) TO WO #01914703 (PUMP STATION REMOVAL UNDERGROUND STORAGE TANKS).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2018/2019 Capital Improvement Projects Budget be amended by transferring and appropriating $57,683 from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01914703 (Pump Station Removal Underground Storage Tanks).
