Title: Amendment / Change Order for the current Police Mobile Technology contract with Axon, Inc. (formerly known as Taser International, Inc.), in the increased amount of $161,799.44 for the current year, and $41,266 for each of the three subsequent renewals, an increase totaling $285,447.44 if all extensions are executed bringing the total grand total to $2,264,173.81 estimated to be paid to the vendor and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms.

Analysis

 

The City Council approved a contract with Axon, Inc., in October 2016, for the purchase of body worn cameras and mobile vehicle cameras, as part of a comprehensive mobile technology upgrade.  Axon now offers an interview room recording solution, that will integrate with the other Axon products the Police Department currently uses.  The Police Department is seeking to upgrade its existing interview room recording system, and convert to the Axon system.  Additionally, the Department is seeking to add additional body worn cameras to the existing contract in order to cover newly hired officers.  The additional cost for the first year of the revised contract will be $161,799.44, and $41,216.00 for the three subsequent remaining years, for a grand total increase of $285,447.44.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities to include BuyBoard.

 

BuyBoard Contract #500-15 with Axon, Inc., for this equipment and services was executed on October 1, 2015 and set to expire September 30, 2018; all quotes have been verified for compliance under the reference contract.

 

The Public Safety, Health and Environment Committee reviewed this item on December 11, 2017, and recommended it be forwarded to the City Council for approval.

 

Financial Consideration

Funds totaling $161,799.44 for year one of the change order are available from the FY 2018 Crime Tax Fund (286110).
