Analysis

As part of the Fire Station 1 relocation and the loss of the fire annex building, the original plan for new fire station 1 included purchasing a new Self Contained Breathing Apparatus (SCBA) air purification system. This system will refill and monitor all air being supplied to our SCBA. Currently, the air is being supplied and monitored from 2 mobile apparatus and we have outgrown this process and need to modernize our delivery system. The new SCBA air system will compliment the mobile air truck and the has a working life of at least 20 years and will be National Fire Protection Association (NFPA) #1989 compliant.

 

State purchasing laws, Government Code, Chapter 791, authorize local governments to enter into joint contacts and cooperative purchasing agreements for the performance of governmental functions normally associated with the operation of government, such as purchasing necessary materials, services, and supplies.

 

The Federal Property and Administrative Services Act was amended by Section 211 of the E-Government Act of 2002 to allow for cooperative purchasing.  Federal cooperative purchasing allows for the Administrator of General Services to provide states and localities access to certain items offered through specific General Services Administration (GSA) contracts.  Additionally, Section 833 of the John Warner National Defense Authorization Act for Fiscal Year 2007(Public Law 109-364) amends 40 U.S.C. 502 to authorize the GSA to provide state and local governments the use of all federal supply schedules of the GSA for purchase of products and services to be used to facilitate recovery from a major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or to facilitate recovery from terrorism or nuclear, biological, chemical, or radiological attack.

 

The breathing air purification compressor and accessories will be purchased from Bauer Compressors, Inc. at a cost not to exceed $55,318 in accordance with the GSA cooperative purchasing program. These purchases are in accordance with GSA Cooperative Purchasing Contract GS-07F-9711G, which expires August 26, 2017.

 

Financial Consideration

Funding for the self contained breathing air purification compressor and accessories, in the amount of $55,318, is available the the Fire Capital Projects fund (400591), WO #01201301 (Relocation of Station 1).
