Analysis
These backhoes will either replace existing backhoes in the fleet or add to the fleet according to the city replacement schedule.  The purchase of the vehicles was included in the FY 2012/2013 Approved Operating Budgets.  Two (2) will replace two (2) 1999 John Deere backhoes, one (1) will replace a 1998 John Deere backhoe and one (1) will be an addition to the fleet.  
 
Recommend purchase of four (4) 2013 John Deere 310SK Backhoe Loaders ($97,024.25 each) and three (3) 2013 Okada ORV1300 Hydraulic Jackhammers ($13,635 each) from RDO Equipment Co. for a total amount of $429,002 utilizing the Texas Buy Board Municipality Purchasing Program Contract number 345-10.  This equipment will greatly facilitate excavation in exposing underground utility lines of water and wastewater for both emergency repairs and scheduled maintenance. Additional Jackhammer attachment will also provide for the removal of concrete and asphalt materials minimizing costs of repairs and expediting placing residents and businesses back in service as quickly as possible.
 
Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services, including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services.  The City of Grand Prairie does not need to independently competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.
 
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments and nonprofits across Texas.  They use the power of numbers as leverage to get better prices with the same vendors we use now.
 
The BuyBoard contract began October 1, 2010 and will expire September 30, 2013.
 
Financial Consideration
Funding in the total amount of $429,002 is available as follows:
1. $194,049 is available in FY 2012/2013 Wastewater Maintenance Division, 361111-68300
2. $234,953 is available in FY 2012/2013 Water Distribution Division 361211-68300
