SUMMARY:
Consider a request to approve a site plan to construct and operate a new single-story, 7,700 square foot commercial building for office/trailer repair shop uses. Currently the 1.456 acre property has a 7,371 square foot office/trailer repair facility on the property. The property is generally located east of Richardson Street and approximately 690 feet south of E. Jefferson Street; more specifically at 345 Richardson Street. The property is zoned Light Industrial (HI) district and is within the Central Business District, Section 4.
ADJACENT LAND USES AND ACCESS:
North - The property directly north of the subject property is zoned Heavy Industrial (HI) and is currently vacant.
South - Directly south of the subject property is zoned Heavy Industrial (HI) and is partially vacant and being used for auto storage related uses.
East - East of the subject property is zoned Heavy Industrial (HI) and being used for auto storage related uses.
West - Directly west of the subject property zoned Heavy Industrial (HI) and is currently vacant.
PURPOSE OF REQUEST:
Wincar Calderon, the property owner and applicant, respectively, seeks site plan approval for a 7,700 square foot building addition to his existing property. Mr. Calderon; currently operates a trailer repair facility on the property (7,341 square foot facility) and has recently acquired additional land immediately to the north for a new building on site. Construction of the new building will allow the business to support their increase activity without relocating.
CHARACTERISTICS AND FUNCTION:
Use:
The applicant primary business is the repair of hydraulic systems associated with commercial trailers. The applicant seeks to construct and operate a 7,700 single-story office/trailer repair facility. The facility will consist of approximately 630 sq. ft. office and 7,140 sq. ft. shop area. The proposal also includes the construction a dumpster enclosure, concrete parking & drive aisles to accommodate the maneuvering of large commercial trailers on-site. Note: All repair activity shall be done inside.
The subject property’s zoning is Heavy Industrial (HI) District. In accordance with Article 3 of the Unified Development Code (UDC); HI District is intended to provide for intensive industrial and manufacturing activities. In accordance with Article 4 of the UDC, Truck & Heavy Equipment Repair is uses that are permitted by right in the Heavy Industrial (HI) District. The existing Trailer Hydraulics Repair Facility is within the Central Business District, Section 4. In accordance with Article 6, Section 6.4, Section 4 of CBD allows for Heavy Industrial Automotive uses.
Access and Maneuverability:
Access to the subject property will be from two commercial driveways along Richardson Drive. As reflected on the site plan; proposed driveways shall have adequate width, length and configuration to accommodate commercial trailer maneuverability onsite. Trailers are expected to be transferred inside shop for repairs while the accompanying tractor shall be returned to service. The site provides for adequate customer and employee parking including an accessible space. A dumpster enclosure is being provided and shall be accessible during normal business hours. The site exceed the minimum landscape requirement for HI District; providing for additional trees, shrubbery and green space along Richardson Drive.
Building Elevations - Articulation and Masonry Standards:
The proposed 25 foot, 7,7700 square foot facility shall be clad in 100% masonry exterior on the western (front) of the building, consisting of primarily this stone veneer and king brick veneer. The remaining east (rear) and north & south proposed metal exterior with north & south being four (4) large commercial entry-exit bay doors for trailer repair.
CONFORMANCE WITH COMPREHENSIVE PLAN:
The subject property is designated as appropriate for Heavy Industrial Uses on the Future Land Use Map (FLUM). The proposal is consistent with the FLUM.
APPEALS BY OWNER/APPLICANT:
• Request that east (rear) and north/south exterior building material be allowed metal exterior in lieu of required masonry material on all sides.
RECOMMENDATION:
Development Review Committee recommends approval of the request.
