Analysis
On March 4, 2014 City Council awarded a construction contract with S. J. Louis Construction for Midlothian Water Supply - Phase I Project in the total amount of $1,982,435.65; material testing with Alliance Geotechnical Group in the amount of $16,740; in-house engineering in the amount of $99,121; and 5% construction contract contingency in the amount of $99,121; for a total project cost of $2,197,417.65.
This project was originally driven by the 2007 Grand Prairie Water Capital Improvement Plan, South Sector 2005-2010 year range, identifying it as a need to alleviate water pressure problems in the south part of the City and to put an end to routine flushing of the dead-end existing 36-inch water main at Koscher Drive. This project has been a combined effort with the City of Midlothian to purchase water from their existing Water Treatment Plant at Tayman Drive, and distribute new water supply to the City of Grand Prairie.
The current change order/Amendment No. 2 provides for the relocation of a flow controller vault to a site northeast of the Tangle Ridge golf course entrance; the original vault location would have impeded development to an existing vacant lot in the corporate limits of Cedar Hill. This change order also provides for Hydro-mulch seeding and other miscellaneous items of work. Freese and Nichols, our consulting engineering firm for this project, will credit the City $7,500 due to delays in reviewing project submittal procedures.
Change order/ Amendment No. 1 in the amount of 44,293.68 was executed on April 29, 2014 for modifications of Electrical and SCADA equipment controls of motor operated valves.
The revised construction completion date for this project is scheduled for January 23, 2015.
Financial Consideration
Funding in the amount of $39,746.60 is available in contract contingency in the Water Capital Projects Fund (500592) WO #01207201-03 (Midlothian Supply to South ETJ).
