Consider a request to approve a site plan to construct and operate a one story, 5,000 square foot Veterinary Clinic.  The vacant 1.174-acre property, generally located north of Bardin Road and approximately 690 feet east of S. Great Southwest Parkway (2510 Bardin Road).  The property is zoned Planned Development 250 (PD-250) district and is within the Interstate 20 Corridor Overlay District, and platted as Brooke E. Bowen Addition Block 1, Lot 7.

PURPOSE OF REQUEST:                     

 

SUMMARY:

 

Consider a request to approve a site plan to construct and operate a one story, 5,000 square foot Veterinary Clinic providing medical care for domestic animals, including emergency and routine care for local pet owners.  The vacant 1.174-acre property, generally located north of Bardin Road and approximately 690 feet east of S. Great Southwest Parkway (2510 Bardin Road)

The property is zoned Planned Development-250 (PD-250) district and is within the Interstate-20 Corridor Overlay District being Lot 7, Block 1 of Brooke E. Bowen Addition.  PD-250 was established in November 2011 allowing for standards and uses permitted in General Retail (GR) district.  A Veterinary Clinic is allowed use by right within the GR district subject to indoor (overnight) kennel as accessory to primary veterinarian related uses.  New development located within the I-20 Corridor Overlay District requires Planning & Zoning recommendation/review and subsequent City Council approval.

 

 

The vacant property is adjacent to retail uses to the north and east and abuts a full service car wash to the west.  Primary access to the property is an existing access drive to the shopping center via Bardin Road traversing north-south through the commercial shopping center, thereby providing secondary access from the north to I-20.

 

As proposed, the development complies with the dimensional and setback requirements for the GR district. The proposed single-story, single-tenant building, comprised of primarily brick, stone and masonry exterior materials meets that masonry requirement of the I-20 Corridor Overlay District.  In addition, the building’s front façade as proposed complies with front articulation standard.  Adequate landscaping is provided 50 %), which exceeds the minimum 5% requirement.  The site provides for four (Live Oak) street trees and two (Red Oak) on-site canopy trees.

 

CONFORMANCE WITH COMPREHENSIVE PLAN: 

 

The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan designates this area as appropriate for Commercial/Retail/Office uses.  The FLUM indicates Commercial/Retail/Office category should include a mixture of office, retail and service uses.  Staff finds that the proposed use is consistent with the current FLUM designation.

 

RECOMMENDATION:

 

The Development Review Committee recommends approval.
