Analysis

The Grand Prairie Police Department remains committed to leading the nation in innovative initiatives in the law enforcement profession.  One such initiative is creating a culture of holistic wellness among the members of the department.  Research has indicated that a great disparity of overall psychological and physiological health and wellness exists between police officers and civilians of the same age.  One such study indicates that, “…because law enforcement officers are subject to extreme demands which permeate into their civilian lives, the on and off-duty costs of insuring this high-risk demographic is becoming more exorbitant each year.”  Another shocking statistic indicates that the average age of a police officer experiencing a cardiac event is at the age of 49 as opposed to the age of 65 for a civilian. 

 

Staff has long recognized the need to create a comprehensive wellness program uniquely designed for members of the department. Sworn employees who are holistically well, will be fit to offer the highest level of service to the citizens and visitors of the City of Grand Prairie.  To further this commitment to overall wellness for employees, staff has dedicated to offering comprehensive cardiac screenings to all officers over the age of 40. 

 

Sigma Tactical Wellness, a health organization developed specifically for police officers and other law enforcement agents, has been utilized by police departments around the country to conduct these comprehensive cardiac screenings.  Sigma’s unique approach and subsequent results have been invaluable in potentially saving the lives of officers who were able to avoid catastrophic cardiac events.  The cardiac screenings will consist of a multiple step process that will serve to provide officers with accurate information concerning their cardiac health.     

 

Chapter 252.022 of the Local Government Code allows for the exemption to bidding when the expenditure is for professional services, such as the proposed services performed by licensed medical personnel.

 

The Public Safety, Health, and Environment Committee reviewed this item on September 9th and recommended that it be forwarded to the City Council.

 

Financial Consideration

Funding for a Professional Service Agreement with Sigma Tactical Wellness in the amount of $89,080 is available in the Federal Asset Forfeiture fund.
