Analysis
On May 26, 2015 a contract with Halff Associates, Inc. in the amount of $34,950 was awarded for the preliminary design for Cottonwood Creek drainage improvements along Great Southwest Parkway, Marshall Drive and Robinson Road in the Cottonwood Creek City-Wide Drainage Master Plan, re-evaluate design parameters, constraints and project feasibility elements based on current modeling updates and provide recommendations for improvements. Due to design issues related to the Marshall/Robinson sites, the Great Southwest location as separated and proposed for construction as part of another project.
Change Order/Amendment No. 1 approved on August 13, 2015 and Change Order/Amendment No. 2 approved on November 13, 2015 were for time extensions only.
Change Order/Amendment No. 3 was approved by City Council on August 2, 2016 in the amount of $264,280 to provide design plans and specifications for the recommended culvert improvements which included a 50-year design for South Fork Cottonwood Creek culvert improvements at Marshall Drive and Robinson Road as previously recommended in the Preliminary analysis Revising the total contract amount to $299,230. During design issues have come up with a TRA main that would have required extensive relocations and there were issues also related to obtaining the required easements.
Change Order/Amendment No. 4 was approved July 11, 2017 for a time extension only.
The current Proposed Change Order/Amendment No. 5 in the amount of $139,744 provides for the design of 100-year flood drainage improvements at Marshall Drive and Robinson Road crossing at the South Fork Cottonwood creek crossings and associated channel improvements. The project scope includes roadway embankment, pavement and concrete channel lining improvements necessary to provide the 100-year flood design improvements. The main reason for this change is due to the changes required for the TRA main relocation and also the fact of the recent flood gates being installed along Carrier Parkway closing that roadway during the high flows. During floods, The traffic in the area and primarily along Carrier Parkway need to get detoured to Marshall Drive and to the SH 161 access road to be able to go north or south. This revised design will include adjustments to the TRA main and allow the drainage structure to allow the passing of the 100 year flows along Cottonwood Creek across both Marshall and Robinson Road to also provide emergency access for this part of the city.
Design of this aspect of the project is anticipated to begin in August 2017 with completion in March 2018, with bidding and construction services to follow upon easement acquisition. This engineering services contract will last until construction of this project is completed currently estimated by the end of February 2019.
Financial Consideration
Additional funding for construction for these two locations are being requested as part of the FY18 CIP Budget process.
Funding in the amount of $139,744 is available as follows:
1. $55,898 is available in the Storm Drainage Capital Projects Fund (401592) to WO #01204603 (Pioneer/GSW Pkwy @ Cottonwood) 68560 (Eng/Con/Geo)
2. $83,846 is available in the Storm Drainage Capital Projects Fund (401592) to WO #01506003 (Marshall & Robinson @ Cottonwood Crk) 68560 (Eng/Con/Geo)
