Analysis
On December 12, 2017, City Council approved a construction contract with McMahon Contracting co. in the in the total negotiated amount of $4,616,251.41 for Palace Parkway from Belt Line Road to IH-30 Access Road; Material testing with Reed Engineering in the amount of $86,605; 5% contract contingency in the amount of $230,813; In-house engineering in the amount of $115,406; Street Lighting allowance of $35,000; Signal/Fiber allowance of $40,000 for a total project cost of $5,124,075.41
The Current Change order/ Amendment No.2 provides for the construction of two extra depth wastewater manholes, additional 8” wastewater pipe and other related items of work. This change order was deemed necessary due to unforeseeable challenges related to connections to TRA manhole as well as having to shift the bore pits due to conflicts with buried traffic signal conduit and existing power poles.
Change order/ Amendment No.1 provided for plan revisions related to TRA comments.
State statutes require City Council approval of a change order when the cumulative cost of a change order exceeds $50,000. The cumulative amount of the current amendment/change order No. 2 is $73,440.84 which requires council approval ($62,014.17 increase; $11,426.67 decrease). The amount of C.O #2 is $50,587.50.
Schedule for construction completion date remains October 20, 2018.
Financial Consideration
Funding in the total amount of $50,588 is available as follows:
STRT - $4,976:
1. $4,976 is available in Street Capital Projects Fund (400192) WO #09903603 (Palace Connection to IH-30 off ramp) Construction contract 267032 contingency line 5.
WTER - $109:
1. $109 is available in Water Capital Projects Fund (500592) WO #01710503 (Palace Parkway WTER) Construction contract 267032 contingency line 2.
WWST - $45,503:
1. $15,890 is available in Wastewater Capital Projects Fund (500692) WO #01711803 (Palace Parkway WWST) Construction contract 267032 contingency line 4.
2. $29,613 is available by appropriating and transferring from the unobligated fund balance of Wastewater Capital Projects Fund (500692) to WO #01711803 (Palace Parkway WWST)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2017/2018 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $29,613 FROM THE UNOBLIGATED FUND BALANCE IN THE WASTEWATER CAPITAL PROJECTS FUND (500692) WO #01711803 (PALACE PARKWAY WWST)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2017/2018 Capital Improvement Projects Budget be amended by transferring and appropriating $29,613 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) WO #01711803 (Palace Parkway WWST).
