Analysis
The Code Enforcement Restrooms are outdated and in need of a remodel as well as the space in front of the office area. The building was erected in 1975, and the restrooms are not fully A.D.A. (American with Disabilities Act) compliant.
This renovation of the existing restrooms will match those of the recently renovated restrooms in the building’s lobby area. This renovation will include new solid surface counter tops with integral sinks, new plumbing fixtures, new ceilings, new floor and wall tiles as well as new solid plastic toilet partitions. The existing plumbing fixtures will be updated with auto-flush models and the lavatory faucets will also be updated with automatic models. There will be a new exhaust fan to be switched separately installed in the men’s restrooms. The space in front of the office area will be reconfigured to maximize traffic flow by removing a half wall.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including TIPS/TAPS.
The TIPS and TAPS purchasing cooperatives have joined together government entities, in multiple states, to increase their buying power in acquiring products and services; lowering administrative procurement costs; and improving OVERALL business performance at each entity. Funding for the renovation of the Development Center Code Restrooms from Gallagher in the amount of $64,739.40, with a 5% contingency in the amount of $3,237, for a total cost of $67,977 (rounding) is available in the Municipal Facilities Capital Projects Fund (405090), WO #01502103 (FY15 Building Infrastructure), Account 63010 (Building & Ground Maintenance).
