SUMMARY:
Amend the 2010 Comprehensive Plan's Future Land Use Map from Mixed Use and Open Space/Drainage to High Density Residential on 27.76 acres of land, situated in the C.D. Ball Survey, Abstract No. 1699, City of Grand Prairie, Dallas County, Texas, and generally located south of S. Forum Dr. and west of Sara Jane Pkwy.
PURPOSE OF REQUEST:
The purpose of the request is to amend the Future Land Use Map (FLUM) from Mixed Use and Open Space/Drainage to High Density Residential so that the FLUM is consistent with a development proposed at this location.
ANALYSIS:
Open Space/Flood Plain areas should be preserved as public and neighborhood-oriented open space and should incorporate trails and drainage corridors which are left in a naturalistic state. Mixed Use development should include a mixture of retail, high density residential, personal service and some limited office uses in a pedestrian oriented development.
Staff is reviewing this change in conjunction with a development proposal for 670 multi-family units (Z180302/CP180301). Staff does not object to multi-family at this location. Staff is supportive of multi-family development at this location and is supportive of an amendment to the FLUM provided the development preserves trees and natural areas to offset changing the designation from Open Space/Floodplain. However, Staff does not recommend amending the FLUM without a larger plan in place.
RECOMMENDATION:
The Planning and Zoning commission recommended denial by a vote of 7-1.
Staff recommends that the City Council deny the request.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS AMENDING THE 2010 COMPREHENSIVE PLAN TO UPDATE THE 2010 FUTURE LAND USE MAP TO REFLECT A CHANGE IN CLASSIFICATION FROM MIXED USE (MU) AND OPEN SPACE/DRAINAGE (OS/D) TO HIGH DENSITY RESIDENTIAL (HDR) USES FOR 27.764 ACRES OUT OF THE C.D. BALL SURVEY, ABSTRACT NO. 1699, CITY OF GRAND PRAIRIE, DALLAS COUNTY, TEXAS; AND MAKING THIS ORDINANCE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, Section 1.11.5.1 of the Unified Development Code of the City of Grand Prairie, Texas provides that the Planning and Zoning Commission shall conduct a public hearing and make recommendations to the City Council on amendments to the Comprehensive Plan; and
WHEREAS, notice was given of a public hearing on said amendments to be held by the Planning and Zoning Commission of Grand Prairie, Texas, in the City Hall Plaza Building, 317 College Street, at 6:30 o'clock P.M. on June 4, 2018, such notice of the time and place of such hearing having been given at least ten (10) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality; and
WHEREAS, after consideration of said amendment, the Planning and Zoning Commission of the City of Grand Prairie, Texas voted 7 to 1 to recommend to the City Council of Grand Prairie, Texas, that said Comprehensive Plan should be denied since its provisions are not in the public interest and will promote the health, safety and welfare of the community; and
WHEREAS, notice was given of a further public hearing to be held by the City Council of the City of Grand Prairie, Texas, in the City Hall Plaza Building, at 6:30 o'clock P.M. on June 19, 2018, to consider the advisability of amending the Comprehensive Plan as recommended by the Planning and Zoning Commission, such notice of the time and place of such hearing having been given at least fifteen (15) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1.
That, the 2010 Comprehensive Plan of the City of Grand Prairie, Texas, is hereby amended by amending the 2010 furture land use map by changing the classification from Mixed Use (MU) and Open Space/Drainage (OS/D) to High Density Residential (HDR) uses on the property depicted in Exhibit A - Location Map and Exhibit B - Property Boundary.
SECTION 2.
That, if any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such provisions and such holding shall not affect the validity of the remaining portions thereof.
SECTION 3.
That, this ordinance shall be in full force and effect from and after its passage, approval and publication.
