Analysis

On November 21, 2017 the City approved a Construction Contract with McMahon Contracting, for Fish Creek Road Paving and Drainage Improvements from Belt Line Road to Dechman/ IH 20 in the amount of $4,134,454.19 and a total project cost of $4,556,728.19.

 

Fish Creek Rd project Provided for the construction of approximately 4,800 L.F of 3 concrete lanes (37- foot wide) from Dechman/ IH-20 Service Road to proposed Charter School Road, and for 5 concrete lanes (63-foot wide) from proposed Charter School Road to Belt line Road.

 

Change order/ Amendment No. 1 in the net amount $8,655.66 provided for the construction of a 10-inch continuously reinforced concrete TxDot Roadway section at Belt line Road intersection with Fish Creek Rd. it also provides for the adjustments of three water services in conflict with proposed street grade.

 

Change order/ Amendment No. 2 in the net amount of (- $4,233.54) provided for the construction of 84 linear feet of 36 inch RCP storm drain with headwalls as a substitute for a 3’x2’ Box culvert with headwalls. This substitution was requested by the contractor in order to avoid a 3-week delay period for supplying the 3’x2’ box culvert.

 

Change order/ Amendment No. 3 in the net amount of $39,711.30 provided for the installation of temporary Water filled traffic barriers to help protect traffic from drop-off between existing and new pavement during construction; It also provides for lowering eight 1”water services in conflict with the new roadway construction.

 

Change order/ Amendment No. 4 in the net amount of (-$625.84) provided for additional 8” waterline and other miscellaneous adjustments.

 

Change order/ Amendment No. 5 approved by City Council con August 7, 2018 (18-8105) provided for additional height retaining wall construction alongside proposed sidewalk; this change order would require a total increase in the amount of $87,745.44 and a total decrease in the amount of $48,501.25 for a net total increase in the amount of $39,244.19.  

 

Change order/Amendments No. 6 & 7 were for additional time only.

 

Change Order/Amendment No. 8 in the net amount of $14,401.47 provided for additional sod, customized hand rail fabrication, excessive off-site erosino clean-up and additional silt fence and inlet protection.

 

Change order/Amendment No. 9 in the net amount of $16,050.00 provided for additional sod and regrading the right of way at NE quadrant of Fish Creek Road and Dechman.

 

The current Change order/Amendment No. 10 covers final measured quantities and adjustments. Also, since early completion incentives were not met, $30,000 of the remaining was not paid.

 

State statutes require City Council approval of a change order when the cumulative cost of this change order exceeds $50,000. The project is complete however the cumulative amount of the current amendment/change order No. 10 is $227,973.06 which requires council approval. ($37,875.27 increase; $190,097.79 decrease) for a net of negative -$152,222.52.

 

Total Project cost: $4,095,444.70

 

Financial Consideration

No additional funding required for this final reconciliation amendment/change order No. 10, project funding is in the Storm Drainage Capital Projects Fund (401592) WO #01805603 (Fish Creek Road STRM), Wastewater Capital Projects Fund (500692) WO#01812603 (Fish Crk Road WWST), Water Capital Projects Fund (500592) WO#01811803 (Fish Creek Rd WTER) and Street Capital Projects Fund (400192) WO#01714203 (Fish Creek Alignment (STRT).
