Analysis
On February 20, 2018 the City Council (18-7631) approved a contract providing for professional engineering and surveying services to prepare Preliminary 30% design plans in the amount of $284,143.00 for the following improvements:
Reconstruction of approximately 5000 linear feet of Carrier Parkway between I-30 and SH 161 from its current 4-lane asphalt section to a minimum 4-lane curbed concrete section with sidewalks. This contract will also explore options to improve current horizontal and vertical roadway alignments. This project will also include reconstruction of approximately 5000 linear feet of waterline, 5000 linear feet of Wastewater main, construction of approximately 4000 linear feet of underground Storm Drain collection system and reconstruction of Driveway and Cross Street approaches and to develop preliminary cost estimates.
Based on the preliminary cost estimates that were very expensive, the project was re-evaluated to make drainage improvements from SH 161 to the Eisenhower Elementary school and to provide a more affordable solution for a smooth riding surface from I-30 to SH 161.
The current Change Order/Amendment No. 1 in the negative amount of $192,939.27 allows for reduction in scope. The revised project scope will only consist of developing 100% Plans to provide strom drain improvements along Carrier Parkway from SH 161 to Dwight D. Eisenhower Elementary School and completion of the topographic survey data to solve drainage issues along this very flat section of the roadway and to provide plans for drainage improvement construction anticipated in early 2019.
Upon the completion of the storm drain improvements, Carrier parkway from I-30 to SH 161 will be improved with Mill and asphalt overlay with partial panel replacement to provide a smooth riding surface. The concrete median will also be improved with stamped pattern concrete and conduit and foundation and poles will be installed for new street LED lighting. This work is anticipated to start in the summer of 2019.
Financial Consideration
No additional funding is requested for this Change Order/Amendment No. 1.
