Analysis

The Police Department is purchasing twenty (20) fleet vehicles in FY 2017.  These vehicles are replacing older vehicles that have reached the limit of their fleet usefulness.  The mobile laptops in these vehicles have also reached the end of their useful life, warranty coverage, and warrant replacement and, thus, also need to be replaced.  Additionally, the City’s Code Compliance Division was authorized two (2) new Code Compliance Officer positions in the FY 2017 budget.  Because Code Compliance Officers utilize the same “Toughbook” laptops in the course of their regular duties, two (2) additional units are needed. 

 

GTS Technology Solutions (GTS), a State approved Department of Information Resources (DIR) vendor, has submitted a quote for $102,890.70 for twenty (22) Panasonic “Toughbook” mobile laptops and accessories.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master Inter-Local Cooperative Agreements with various entities including the DIR.

 

Financial Consideration

Funding for the Police Department’s purchase of the twenty-two (22) Panasonic “Toughbook” mobile laptops, $96,189.18 is available in the FY 2016/2017 Crime Tax Fund (286110)-(60510)  and $6,701.52 is available in the Capital Reserve Fund (402590) WO #01712403 (FY17 Police) (60510) for a total of $102,890.70.
