Analysis

On December 12, 2017(17-7364), City Council approved a construction contract with McMahon Contracting co. in the in the total negotiated amount of $4,616,251.41 for Palace Parkway from Belt Line Road to IH-30 Access Road; Material testing with Reed Engineering in the amount of $86,605; 5% contract contingency in the amount of $230,813; In-house engineering in the amount of $115,406; Street Lighting allowance of $35,000; Signal/Fiber allowance of $40,000 for a total project cost of $5,124,075.41

 

The Current Change order/ Amendment No. 5 provides for furnishing and installing 5,950 cubic yards of fill material from a remote site due to excessive unsuitable material from the existing project borrow site; it also provides for newly adopted Gridsmart single camera dual processor system in place of Vivds traffic signal camera system.

 

This Change order provides for a total increase of $104,700.00 and a total decrease of $82,505.20 for a cumulative amount of $187,205.80 and a net total change order amount of $22,194.80

 

Change order/ Amendment No. 1 at no additional cost provided for plan revisions related to TRA comments.

 

Change order/ Amendment No .2 in the net amount of $50,587.50 was approved by Council on April 3, 2018 (18-7752); it provided for the construction of two extra depth manholes , TRA manhole adjustments and relocation of bore pits due to conflicts with buried traffic signal conduit and existing power poles.

 

Change order/Amendment No. 3 in the net amount of $42,840.36 provided for suspension of construction activities due to City’s immediate need to flush out water from its ground water facilities located upstream from construction site; it also provided for miscellaneous paving items of work.

 

Change order/ amendment No. 4 was for time extension only.

 

No additional days are required for this change order; Construction completion date is January 31, 2019

 

Financial Consideration

State statutes require City Council approval of a change order when the cumulative cost of this change order exceeds $50,000. Proposed change order/Amendment No. 5 provides for a total increase of $104,700.00 and a total decrease of $82,505.20 for a cumulative amount of $187,205.80 and a net total change order amount of $22,194.80.

 

Funding for the current change order/amendment No. 5 is available in the Street Capital Projects Fund (400192) WO #09903603 (Palace Connection to IH-30 off ramp) Construction contract 267032 contingency line 5.
