Analysis
The Grand Prairie Police Department continues to seek opportunities to strengthen one of its core values; the development of vital community relationships. With the understanding that 21st Century Policing will require “mutual trust and cooperation” with community leaders and stakeholders, the Department continues to focus on building these collaborative relationships. The creation of the Foot/Bicycle Patrol Unit will enhance, maximize, and sustain this community engagement.
In order to staff this initiative, the Department has identified the COPS Hiring Program (CHP), which provides funding directly to law enforcement agencies to hire and/or rehire career law enforcement officers in an effort to increase their community policing capacity and crime prevention efforts. The 2015 CHP grants will cover up to 75 percent of the approved entry-level salary and fringe benefits of each newly-hired and/or rehired, full-time sworn career law enforcement officer over the three-year (36 month) grant period with a maximum federal share of $125,000 per officer position. If The Department successfully the funding of the six (6) sworn police officer positions, grant recipients must retain any CHP-funded officer positions awarded for at least 12 months immediately after the 36 months of Federal funding has ended for each position.

Financial Consideration
The total project cost of the grant is $1,490,162. Federal funding totals $750,000 ($254,666 in year one, $251,548 in year two, $243,786 in year three). Cash match totals $740,162 ($207,245 in year one, $244,253 in year two, $288,664 in year three). The city will be responsible for full funding of the six requested positions beginning in year four. Yearly funding and match totals may vary, depending on the timing of filling the positions, but the overall totals will not change. Funding for the cash match portion is available in the General Fund’s contingency for year one, and will be appropriated in the budget for years two and three.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, IN SUPPORT OF A COMMUNITY ORIENTED POLICING SERVICES PROGRAM GRANT APPLICATION, TO BECOME EFFECTIVE UPON ITS PASSAGE AND APPROVAL
WHEREAS, The Office of Community Oriented Policing Services is seeking applications for funding under the FY 2015 COPS Hiring Program;
WHEREAS, the Grand Prairie Police Department wishes to apply for funding for six (6) police officer positions for three years in the total amount of $1,490,162;
WHEREAS, the City cash match totals $740,162, ($207,245 in year one, $244,253 in year two, $288,664 in year three).
WHEREAS, The City will be responsible for full funding of the six requested positions beginning in year four.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
SECTION 1. the City of Grand Prairie is authorized to submit an application for a Community Oriented Policing Services grant.
SECTION 2. the City of Grand Prairie agrees to provide any applicable cash match;
SECTION 3. the City Manager of the City of Grand Prairie is empowered to accept, reject, alter or terminate this grant on behalf of the City Council;
SECTION 4. in the event of loss or misuse of U.S. Department of Justice funds, the City Council of the City of Grand Prairie assures that the funds will be returned to USDOJ in full;
SECTION 5. this resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
