Analysis

The new Fire Station 10 at the intersection of S. Grand Peninsula Drive and Balboa is scheduled for a late spring 2016 opening.  Traffic signals at S. Grand Peninsula Drive and Balboa, and Balboa at the new Fire Station 10 driveway are needed to facilitate entering and exiting of fire trucks to and from the new fire station.

 

A notice of bid was posted on BidSync on January 14, 2016.  Two bids were received and opened on February 1, 2016.  The low bid was received from Durable Specialties, Inc. in the amount of $129,000.  Durable Specialties, Inc. has installed numerous traffic signals in Grand Prairie with excellent results.

 

Staff proposes a 5% contingency in the amount of $6,450 and in-house inspection in the amount of $5,000.

 

In addition to the construction contract cost of $129,000, the City will purchase and provide traffic signal equipment to Durable Specialties, Inc. for installation, including poles, cabinet and controllers, video detection cameras (VIVDS), Opticom detectors, Ethernet switch and signal communication equipment.  The estimated cost of the signal equipment is $79,950.  The equipment purchases have been previously approved by City Council as part of annual purchase agreements.

 

Staff recommends that the Mayor and City Council authorize the City Manager or his designee to execute a contract with the low bidder, Durable Specialties, Inc. in the amount of $129,000; provide a 5% contingency in the amount of $6,450; approve the purchase of traffic signal equipment in the amount of $79,950 using existing price agreements; and approve in-house engineering in the amount of $5,000.

Funding for a construction contract with Durable Specialties, Inc. for traffic signal construction at S. Grand Peninsula Drive at Balboa and the Fire Station 10 driveway at Balboa in the amount of $129,000; a 5% contingency in the amount of $6,450; traffic signal equipment in the amount of $79,950; and in-house inspection in the amount of $5,000 for a total construction cost of $220,400 is avialable in the Streets Capital Projects Fund (400192) WO #01606501 (FY16 Traffic Signal/Engineering) 68540(Construction)-$135,450, 68513(Traffic Signal Equipment)-$79,950 and in 68999(Non-budget Labor Distribution Charges)-$5,000.
