Analysis

These vehicles will either replace existing vehicles in the fleet or add to the fleet according to the city replacement schedule. The purchase of the vehicles was included in the FY 2012/2013 Approved Operating Budgets. The four (4) extended cab pickups will be replacing 1999 pickups for Planning. Forty (40) Tahoes will be replacing twelve (12) 2005-2008 Ford Sedans for Police Patrol, adding three (3) to the fleet for Patrol, adding twenty-two (22) for the Police Take Home Program and three (3) replacing Crown Vics for Municipal Court. The Suburban will replace one (1) 2000 Suburban for Fire. Ten (10) mid-size Sedans will be replacing five (5) 2001-2004 Sedans for Police Patrol and Police Investigations and adding three (3) for Police Patrol; one (1) will replace a 1996 Sedan for Code; and the final will replace a 1998 Sedan for Water.  

 

Bid # 13012 2013 Pickups, Tahoes and a Suburban - A notice to bidders was distributed to 416 vendors, two are Grand Prairie vendors. Two bids were received and opened November 5, 2012, including one from a Grand Prairie vendor.

 

The bid from Graff Chevrolet ($1,227,446) meets all specifications and is recommended using the 3% local preference allowed under section 271.9051 of the Texas Local Government Code. This section allows for the consideration of location of bidder’s principal place of business in awarding the bid if the bidder whose principal place of business is in the municipality and their bid is within three percent of the lowest bid price received.  The municipality may enter into a contract with (1) the lowest bidder;  or (2)  the bidder whose principal place of business is in the municipality if the governing body of the municipality determines, in writing, that the local bidder offers the municipality the best combination of contract price and additional economic development opportunities for the municipality created by the contract award, including the employment of residents of the municipality and increased tax revenues to the municipality.

 

Bid # 13016 2013 Mid-sized Sedans - A notice to bidders was distributed to 289 vendors, two are Grand Prairie vendors. Four bids were received and opened November 6, 2012. Neither of the Grand Prairie vendors submitted a bid.

 

The bid from Grapevine Dodge ($171,880) meets all specifications and is recommended for award.

      

Financial Consideration

Funding for the vehicles in the amount of $1,399,326 is provided as follows:

 

1.                     $572,495 is available in the General Fund (281210-68320) Police Patrol

2.                     $92,000 is available in the General Fund (231410-68320) Planning

3.                     $37,206 is available in the General Fund (291210-68320) Fire

4.                     $89,000 is available in the General Fund (283110-68320) Police Investigations

5.                      $987,580 is available in the General Fund (224010-68320) Finance/Equipment Acquisition

6.                     $238,500 is available in the General Fund (402590-68320) Capital Reserve

7.                     $38,000 is available in the General Fund (231110-68320) Plan Dev Code

8.                     $17,000 is available in the General Fund (361010-68320) Rev Management

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, DETERMINING THAT LOCAL PREFERENCE PROVIDE THE BEST COMBINATION OF CONTRACT PRICE AND ADDITIONAL ECONOMIC DEVELOPMENT OPPORTUNITIES IN ACCORDANCE WITH SECTION 271.9051(b)(2) OF THE TEXAS LOCAL GOVERNMENT CODE, FOR THE PURCHASE OF 2013 CITY VEHICLES FROM GRAFF CHEVROLET

 

Whereas,                       Texas State law 271.905 allows for an award to a bidder whose principal place of business is in the municipality if the governing body of the municipality, in writing, that the local bidder offers the municipality the best combination of contract price and additional economic development opportunities for the municipality created by the contract award, including the employment of residents of the municipality and increased tax revenues to the municipality; and

 

Whereas,                      the City has solicited, received and tabulated competitive bids for the purchase of necessary materials, equipment, supplies or services in accordance with the procedures of State law and City ordinances; and

 

Whereas,                      the City has determined that Graff Chevrolet is a local bidder(s) whose principle place of business is within the City of Grand Prairie; and

 

Whereas,                      the City has determined that Graff Chevrolet bid price is within the allowed 3% of the low bidder; and

 

WHEREAS,                     the City Council has determined that Graff Chevrolet offers the best combination of contract price and additional economic development opportunities for contracts to purchase 2013 City Vehicles in accordance with Section 271.905 (b) (2).

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  the City Council of the City of Grand Prairie, Texas, determines that the Grand Prairie vendor(s) offer the best combination of contract price and additional economic development opportunities for the city by the contract awards, including the employment of residents of the city and increased tax revenues to the city

 

Section 2.   the award(s) for purchase of 45 vehicles from Graff Chevrolet is hereby approved.

 

SECTION 3.                     the City Manager is authorized to execute contracts and purchase orders, hereby approved on behalf of the City.

 

SECTION 4.                     this resolution shall be in full force and effect from and after its passage and approval.

 

PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS, ON THIS THE 20TH DAY OF NOVEMBER, 2012.
