Analysis
As part of the City's ongoing Capital Improvements Program, wastewater locations in decaying condition are recommended for replacement by the Water Utilities staff on a yearly basis. City staff has prepared plans and specifications to replace old, decaying wastewater mains in various locations throughout the city with new wastewater mains. For this design package, a total of six (6) locations were identified, and include the following wastewater improvements:
· Replacement of 515 linear feet of wastewater main with 8" PVC wastewater main by open cut along Graham Street between NE 27th Street and NE 28th Street
· Replacement of 229 linear feet of wastewater main with 8" PVC wastewater main by open cut within the alley between Main Street and Dallas Street and NW 13th Street and NW 14th Street
· Replacement of 224 linear feet of wastewater main with 8" PVC wastewater main by open cut and bore along Marshall Drive at the intersection with Belt Line Road
· replacement of 159 linear feet of wastewater main with 8" wastewater main by pipe bursting at the intersection of Austrian Road and Canadian Circle
· Replacement of 1,114 linear feet of wastewater main with 6" and 10" PVC wastewater main by open cut within the utility easement between Dallas Street and Doreen Street and NW 23rd Street and NW 24th Street
· Replacement of 1,051 linear feet of wastewater main with 8" PVC wastewater main by open cut and boring along West Main Street from NW 25th Street and South Great Southwest Parkway, including a 195-foot long bore under the Union Pacific Railroad
This project includes approximately 2,178 linear feet of 8" wastewater pipe replacement; 1,114 linear feet of 10" wastewater pipe replacement; 274 linear feet of 4" wastewater service pipe replacement and other miscellaneous related items of work.
The City of Grand Prairie advertised and received five (5) bids for this project on Tuesday, May 5, 2015:
SYB Construction Bid Amount: $548,527.70
Flowline Utilities Bid Amount: $674,949.00
Circle C Construction Bid Amount: $694,249.00
Excel 4 Construction Bid Amount: $697,860.00
GraTex Utilities Bid Amount: $885,823.00
Staff recommends that this project be awarded to SYB Construction for the low bid amount of $548,527.70.
Project is anticipated to start in June 2015 with a construction timeline of 180 calendar days until completion.

The bids received are within the budget for this project.
Funding for the construction contract with SYB Construction in the amount of $548,527.70 (68540) for Wastewater Replacements at various locations throughout the city; Material testing with Team Consultants in the amount of $25,644 (68560); 5% contract contingency in the amount of $27,426 (68540); In-house labor distribution in the amount of $27,426 (68999) for a total project cost of $629,023.70, which is available in Wastewater Capital Projects Fund (500692) WO #01510303 (FY15 Wastewater Main Replacements).
