SUMMARY:
Amend the 2010 Comprehensive Plan's Future Land Use Map from Commercial/Retail/Office to High Density Residential on 4.731 acres described as Lot 1R and Lot 3, Block 1, Westchester Town Center, Phase Three A Addition, City of Grand Prairie, Dallas County, Texas. Zoned PD, Planned Development 136-C and addressed as 4603 and 4607 S. Carrier Parkway.
PURPOSE OF REQUEST:
The purpose of the request is to amend the Future Land Use Map (FLUM) from Commercial/Retail/Office to High Density Residential so that the FLUM is consistent with a development proposed at this location.
ADJACENT LAND USES:
North: Planned Development (PD-136) open space/drainage
South: Planned Development (PD-136) developed as Church; Friendship Park
East: Planned Development (PD-136C) and SUP-1037 for group home/independent living and memory care
West: Planned Development (PD-261) developed as single-family residential
ANALYSIS:
Commercial/Retail/Office is intended for the development of office, service, retail, and other commercial uses. Appropriate zoning categories for this use include O, Office; NS, Neighborhood Services; GR, General Retail; and C, Commercial.
High-Density Residential is intended for the development of 12+ dwelling units per net acre and may include any of the Multi-Family Residential zoning categories developed in conformance with Appendix W of the Unified Development Code.
This proposed change to the Future Land Use map is considered in conjunction with a development proposal for approximately 100 multi-family units (Z180304/CP180303). The property is part of a larger Planned Development for single-family residential uses (PD-136C). Although Commercial/Retail/Office could conceivably be developed on the 4.73 acre property, approximately 20,000 square feet of retail was approved in June 2018 on the west side of S. Carrier, and a larger retail node exists north along Carrier between Westchester Parkway and Interstate 20.
Given that the character of the area is largely residential with a public park and other open space, staff finds it appropriate that residential be constructed at this location. Residential development will not only support the retail approved nearby, but will support existing nodes elsewhere in the area.
CONFORMANCE WITH COMPREHENSIVE PLAN:
Staff finds that locating the multi-family across from planned retail development conforms to Objective 2 of the 2010 Comprehensive Plan by reducing sprawl, developing an infill lot, and providing integrated community uses with housing, retail, employment, trails and parks within walking distance. The proposal also conforms to Objective 2 by ensuring that infill land uses are supportive to the neighborhood by allowing existing older residents to remain in the neighborhood when they no longer desire to live in a single-family home, and Objective 3 by locating higher density residential uses along an arterial roadway (Carrier Parkway.)
RECOMMENDATION:
Staff is supportive of multi-family development at this location and is supportive of an amendment to the FLUM provided the development preserves trees and natural areas along the creek and utilizes architecture and screening consistent with the surrounding residential neighborhoods.
At its July 2, 2018 meeting, the Planning and Zoning Commission voted 9 to 0 recommend approval.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS AMENDING THE 2010 COMPREHENSIVE PLAN FOR THE CITY OF GRAND PRAIRIE, WHICH UPDATES THE 2010 FUTURE LAND USE MAP TO CHANGE THE CLASSIFICATION FOR LOT 1R AND LOT 3, BLOCK 1, WESTCHESTER TOWN CENTER, PHASE THREE A, 4.131 ACRES OUT OF THE THOMAS J. TONE SURVEY, ABSTRACT NO. 1480, CITY OF GRAND PRAIRIE, DALLAS COUNTY, TEXAS, LOCATED EAST OF THE INTERSECTION OF S. CARRIER PARKWAY AND E. POLO ROAD, AND AS MORE FULLY DESCRIBED BELOW, AND AS MORE FULLY DESCRIBED BELOW FROM COMMERCIAL/RETAIL/OFFICE TO HIGH-DENSITY RESIDENTIAL; AND MAKING THIS ORDINANCE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, Section 1.11.5.1 of the Unified Development Code of the City of Grand Prairie, Texas stipulates that the Planning and Zoning Commission shall conduct a public hearing and make recommendations to the City Council on amendments to the Comprehensive Plan; and
WHEREAS, Notice was given of a public hearing on proposed amendments to the Comprehensive Plan to be held by the Planning and Zoning Commission of Grand Prairie, Texas, in the City of Grand Prairie Development Center, 206 W. Church Street, at 7:00 o'clock P.M. on July 2, 2018, such Notice of the time and place of such hearing having been given at least ten (10) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality; and
WHEREAS, after consideration of said amendment, the Planning and Zoning Commission of the City of Grand Prairie, Texas voted 9 to 0 to recommend to the City Council of Grand Prairie, Texas, that said Comprehensive Plan should be approved; and
WHEREAS, Notice was given of a further public hearing to be held by the City Council of the City of Grand Prairie, Texas, in the City Hall Plaza Building, at 6:30 o'clock P.M. on July 17, 2018, to consider the advisability of amending the Comprehensive Plan as recommended by the Planning and Zoning Commission, such Notice of the time and place of such hearing having been given at least fifteen (15) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1.
That, the Future Land Use Map for 2010 Comprehensive Plan for the City of Grand Prairie be amended and revised and described as follows, and as depicted in Exhibit A (Location Map):
Change classification from Commercial/Retail/Office to High-Density Residential on property delineated in Exhibit A, being Lot 1R, Block 1 and Lot 3, Block 1, Westchester Town Center, Phase Three A Addition, in the City of Grand Prairie, Dallas County, Texas.
SECTION 2.
That, if any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such provisions and such holding shall not affect the validity of the remaining portions thereof.
SECTION 3.
That, this Ordinance shall be in full force and effect from and after its passage, approval and publication.
