Analysis
The City of Grand Prairie has purchased and installed a new P25 800 MHz Motorola radio system and will have achieved an interoperable partnership with the Cities of Arlington, Mansfield and Fort Worth, as well as the Region. The Cities of Fort Worth and Mansfield have installed and now operate new Motorola P25 systems. Arlington is currently installing the new P25 radio system and should be online in December 2015. Any additional radios purchased by the City of Grand Prairie for public safety must be the “Motorola APX” in order to meet the requirements of the City’s new system and to also remain compatible with regional partners. The purchase price of these radios will be reimbursed by the Tarrant County 911 Radio Assistance Program.
Vernon’s Texas Statues and Codes Annotated (VTCA), Local Government Code 791, The Texas Interlocal Cooperation Act, provides that any one or more local governmental entities may contract with each other for the performance of governmental functions and for the joint use of facilities or services for police protection and for the promotion and protection of the health and welfare of the inhabitants of this State and the mutual benefit of the parties.
The City currently participates in a Master Interlocal Cooperative Purchasing Agreement with the Houston-Galveston Area Council (HGAC) and shares in its current agreement with Motorola Solutions. Staff recommends the use of this particular Purchase Agreement for the additional radios in the amount up to $120,159.
The Public Safety, Health, and Environment Committee reviewed this item on July 13, 2015 and recommended that it be forwarded to the City Council.
Financial Consideration
Funding for the purchase of up to 20 Motorola APX Radios and related equipment will be through the Tarrant County 911 Radio Assistance Program funds.
