Analysis

On April 21, 2006, the City Council awarded a professional engineering services contract for MacArthur Boulevard widening from I-30 to Irving, in the amount of $440,800 to Birkhoff, Hendricks and Carter, L.L.P. Consulting Engineers.  

 

In mid 2011, funding of the MacArthur Road Widening project was changed from the Federally Funded Texas Department of Transportation (TxDOT) to the locally funded North Central Texas Council of Governments (NCTCOG).

 

The proposed Contract Amendment No. 9 in the amount of $45,000.00 provides for construction administration cost of approximately $2,500 per month for the remaining 18-months of this project. Those services have been expanded to include monthly progress meetings, continued utility coordination meetings, including meetings to correct misplace utilities, site visits and field survey to determine utility locations.

 

Contract Amendment No. 1 in the amount of $100,025 (B.17 11/18/18) occurred during the schematic design phase of the project.  City Staff determined that improvements to be made along MacArthur Boulevard from I-30 to Irving would impact the existing 100 year water surface elevation of the Trinity River floodway and flood plain and that these improvements needed to be analyzed by a hydraulics engineer.  City staff concluded that the following hydraulic information was needed to be obtained: hydraulic data collection and field reconnaissance, hydraulic model analysis, generation of a flood plain/floodway report, and a bridge scour Report.  

 

Contract Amendment No. 2 in the amount of $17,643 allowed for a redesign of an overflow channel in the Trinity River Flood plain/floodway.  Upon receipt of the hydraulic information contained in Consultant Amendment #1, it was determined that the overflow channel laid out by Dallas County impacted a wetland.   The redesigned over flow channel was to retain the calculated valley storage requirements while redirecting the overflow channel to miss the existing wetland and access driveway.

 

Contract Amendment No. 3 in the amount of $4,800 was for right-of-way research, field verification of existing site boundaries, review of known encumbrances, and preparation of boundary survey plat and field note description and exhibits for a City owned tract of land located on the northeastern corner of MacArthur Boulevard and the I-30 west bound frontage road.

 

Contract Amendment No. 4 in the amount of $61,553 (11-1394  10/18/11)  provided for an additional thirty two (32) easements and rights-of-way descriptions for affected property owners located along MacArthur Boulevard. 

 

Contract Amendment No. 5 in the amount of $312,667 (12-1794 6/5/12) provided for additional engineering services not covered in the original contract which included: bidding services, construction and administration services, the design of a bridge spanning the Trinity River, design revisions to convert project from TxDOT standards and specifications to City of Grand Prairie standards and specifications, and the survey, exhibit preparation and design to improve the landfill road from the intersection at MacArthur extending approximately 600 linear feet east.

 

Contract Amendment No. 6 in the amount of $9,448.34 provided for additional deed research and preparation of right-of-way exhibits along MacArthur Blvd.

 

Contract Amendment No. 7 in the amount of $3,500 provided for construction plan revisions for removal of median landscape beds along MacArthur Blvd.

 

Contract Amendment No. 8 in the amount of $72,541.14 (April 21, 2015 15-4566) provided for exploratory excavation and material testing of the proposed by-pass channel area along West Fork of Trinity River to identify the fill material and along the river bank adjacent to MacArthur Blvd.; it also provided for slope stability analysis along MacArthur Blvd, floodplain assistance to include letter of map revision (LOMR) and preparation of value engineering analysis and other project related items of work.

 

Total revised contract amount after this amendment will be $1,094,977.48.

 

Financial Consideration

State statues require City Council approval of a change order when the cumulative cost of this change order exceeds $50,000. With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $50,000 without additional Council approval.

 

Funding in the amount of $45,000 is available in Grant Project 300596 (Grant Fund) 36509015 (MacArthur Blvd) 68560 (Eng/Cons/Geo).
