Professional Services Contract with Weaver Consultants group for Landfill Gas Control and Collection System operations, monitoring, and maintenance (up to $47,400 annually) for one year with the option to renew for four additional one-year periods totaling $237,000, if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms (renewal options beyond the four specified can be authorized, however, will require additional City Council approval)

Analysis
The City owns and operates a Type I landfill, that contains a 114-well, 12-methane probe gas control and collection system. This system requires frequent tuning, de-watering, maintenance and repairs. Some of the repairs are complex in both identification and execution. During well-field monitoring, gases from each well and probe are sampled and conditions are examined under the direction of design engineer. The engineering technician collects readings on pressure, temperature, flow and gas quality (ratios of components in the gas) to provide for monthly routine monitoring of the wells, sumps and flare facilities, quarterly probe and building gas readings, annual liquid level and pressure measurements, annual pump cleaning and maintenance and some troubleshooting.
Chapter 252, Section 22 of the Local Government Code allows for the exemption to competitive bidding when the expenditure is for Professional Services such as engineering services. Weaver Consultants was selected as the most qualified professional due to their previous engineering & design work at the landfill and their extensive experience with our gas control and collection system.
Financial Consideration
Funding is available in the FY 2018/2019 Solid Waste Fund (303510 61405) Surveys and Studies and will be charged accordingly through the end of the current fiscal year. Funding for future fiscal years will be paid from that year's approved budgets.
