Analysis
Clearview Estates is a residential development at the corner of E. Seeton Road, east of Day Miar Road. Seeton Road is a future roadway project that is currently under review by the US Army Corps of Engineers (USACE), and construction is underway.
The Storm drainage portion of this project was presented to CCDC on November 6, 2017 and F&G committee on November 7, 2017. Council approved the Storm drainage developer agreement with Skorburg Company (18-7507) on November 7, 2017 in the amount of $170,760, and a 5% contingency in the amount of $8,540, 4% for City inspection services in the amount of $6,830, and 2.5% for materials testing in the amount of $4,270, for a total requested amount of $190,400.
Stantec Consulting Services, Inc. is the design engineer for the Clearview Estates development, and has provided the design documents for the wastewater for Seeton Road in conformance with the City’s design consultant parameters. This agreement is proposed for construction with Skorburg Company for wastewater that will allow this construction to be completed prior to the construction of Seeton Road, reducing impacts to residents in the area during the construction of Seeton Road. This agreement covers the City CIP portion that the Developer is constructing instead of the City constructing to take advantage of the other work done by the Developer. This is being done at a substantial cost savings to the City’s CIP for this infrastructure.
Total project cost will be $97,049. Any change orders and additional costs over this amount have to be approved by both parties. All public participation in the cost of the Public Improvements associated with the project is dedicated to the extension of the improvements as per the Capital Improvements Plan, to increase necessary capacity for existing and in anticipation of other future development in the area as approved in the City’s Capital Improvements Project budget. Further, the City’s participation shall be based on funds appropriated for this project in the Capital Projects Funds. The City’s participation amount will remain applicable for a period not to exceed 24 months. If work on the Public Improvements has not been initiated within 24 months, of the date this Agreement was executed and the Agreement has not been amended by the City Council to provide for an extension, then this Agreement shall be terminated and the City will have no further obligation under this Agreement.
Financial Consideration
Funding for a developer participation agreement with Skorburg Company dba Clearview Estates Lot Venture, Ltd. for $87,040, and a 5% contingency in the amount of $4,352, 4% for City inspection services in the amount of $3,481, and 2.5% for materials testing in the amount of $2,176, for a total requested amount of $97,049 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01816603 (Seeton Road WWST)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2017/2018 Capital Improvements Budget be amended by transferring and appropriating $97,049 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01816603 (Seeton Rd WWST)
