Analysis

Staff has been reviewing the High Accident Locations, particularly mid-block run off road crashes, within the City of Grand Prairie.  Based on our findings, there were 32 roadway departure crashes on West Tarrant Road at curve at Hawaii drive (1200 to 1700 blocks) in the last five years due to roadway reverse curve where errant vehicles frequently run off the road.

 

Staff has submitted this project for Highway Safety Improvement Program (HSIP) and has secured $112,433.70 State and Federal funds for installation of LED flashing chevron signs and high friction surface treatments on West Tarrant Road at curve at Hawaii Drive.  The overall project cost is $140,155.00 of which $106,166.70 is Federally funded, $6,267.00 is State funded and $27,721.30 is locally funded.

 

Local Project Advance Funding Agreement (LPAFA) with TXDOT is necessary to make State and Federal funds available for implementation of this project.

 

Financial Consideration

Funding in the amount of $32,021.30, which is the $27,721.30 local match plus $4,300 for in-house inspection, is available in the Street Capital Projects Fund (400192), WO # 01407203 (FY-14 High Accident Locations).  Upon approval, City matching funds will be transferred to from Street Capital Project Fund (400192), WO #01407203 to Grant Fund (3005) Activity 36515012 to be accounted for with grant funds received.

 

The agreement calls for the City to pay $4,129.30 to the State upon execution of the funding agreement, prior to construction.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A LOCAL PROJECT ADVANCE FUNDING AGREEMENT (LPAFA) WITH THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) FOR THE INSTALLATION OF LED FLASHING CHEVRON SIGNS AND HIGH FRICTION SURFACE TREATMENTS ON WEST TARRANT ROAD AT CURVE AT HAWAII DRIVE

 

Whereas,                       Based on mid-block run off road crash findings within the City of Grand Prairie, there were 32 roadway departure crashes on West Tarrant Road at curve at Hawaii Drive (1200 to 1700 blocks) in the last five years due to roadway reverse curve where errant vehicles frequently run off the road; and,

 

Whereas,                      Staff submitted this project for Highway Safety Improvement Program (HSIP) and has secured $112,433.70 State and Federal funds for installation of LED flashing chevron signs and high friction surface treatments on West Tarrant Road at curve at Hawaii Drive; and,

 

Whereas,                      the Local match will be $27,721.30, which is 20 percent of the total project cost estimated at $140,155; and,

 

Whereas,                      a Local Project Advance Funding Agreement (LPAFA) with TxDOT is necessary to make State and Federal funds available for implementation of this project.

 

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

 

Section 1.  The City Manager is authorized to enter into a LPAFA with TXDOT for safety improvements on West Tarrant Road at curve at Hawaii Drive.
