Analysis

This ordinance will allow the city to participate in aerial spraying in a timely manner if the Dallas County Judge recommends spraying.

Financial Consideration

Funding for authorization for the City Manager to enter into an interlocal agreement with Dallas County for aerial spraying for mosquitoes for a one year term, in the amount of $215,000, is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Capital Reserve Capital Projects Fund (402590) to WO #02109603 (FY21 Aerial Spraying for Mosquito Borne Disease).

Body

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, THAT THE CAPITAL IMPROVEMENT PROJECTS BUDGET TRANSFER AND APPROPRIATE $215,000 FROM THE UNOBLIGATED FUND BALANCE IN THE CAPITAL RESERVE CAPITAL PROJECTS FUND (402590) TO WO #02109603 (FY21 AERIAL SPRAYING FOR MOSQUITO BORNE DISEASE) AND AUTHORIZING THE CITY TO ENTER INTO AN INTERLOCAL AGREEMENT WITH DALLAS COUNTY FOR AERIAL SPRAYING IN THE FY 2020/2021VECTOR SEASONS IF PROMULGATED BY THE DALLAS COUNTY JUDGE

Whereas,  the City of Grand Prairie has in the past and may have again this year West Nile Virus, Zika, or other vector borne infection cases for which ground spraying is insufficient to battle disease;

Whereas,                      the Dallas County Judge may recommend that action be taken to initiate aerial spraying activities to reduce the mosquito population which carries the disease, and;

Whereas,                      the City of Grand Prairie does not possess adequate facilities to effectuate aerial spraying, and;

WHEREAS,                     the City of Grand Prairie has determined that extraordinary measures may be required to alleviate the suffering of people and to protect or rehabilitate property.

NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:

SECTION 1. THAT THE Capital Improvement Projects Budget transfer and appropriate $215,000 from the unobligated fund balance in the Capital Reserve Capital Project Fund (402590) to WO #02109603 (FY21 Aerial Spraying for Mosquito Borne Disease).

Section 2.  THAT the City Council hereby authorizes the City Manager to enter into a contingent aerial spraying contract in an amount not to exceed $215,000 with Dallas County.
