Title: Ordinance amending the FY 2019/2020 Capital Improvement Projects Budget; Change Order/Amendment No. 2 with Merriman Anderson Architects (MAA) in the amount of $2,538,650 for design development services, construction document production, bidding and negotiation consultation and construction administration services for the new EpicCentral retail and entertainment destination. Analysis

A publicly published Request for Qualifications (RFQ) process for Architectural design services was issued by the City on February 14, 2018 in which responses were due on March 7, 2018.  The RFQ sought a professional design team of architects, engineers and all other necessary consultants to shape and implement the City’s vision for EpicCentral.  The RFQ required the selected design team to be innovative, construction-cost sensitive and work as a seamless and effective partner with the City of Grand Prairie and its development consultation team.

 

The Request for Qualifications was very well responded to with eighteen (18) submissions being received consisting of all of the best architectural firms both locally and regionally.  The eighteen (18) submissions were reviewed by the City Manager’s Office, Legal, Economic Development, City staff and the development consultation team.  Submissions were shortlisted to six (6) design teams and interviews took place on March 28, 2018.  Following the interviews, the selection committee felt the Merriman Anderson Architects team clearly stood out above all others due to their recent similar and successful project experience; their innovative design thoughts proposed and presented for EpicCentral; and a project design approach that was demonstrated to be flexible and inclusive of all City stakeholders as necessary.

 

An initial contract in the amount of $45,975 was approved by the City on September 14, 2018 (Purchase Order 338360) and represented an initial conceptual design scope of work.

 

Change Order/Amendment No. 1 in the amount of $650,000 was approved by City Council on December 11, 2018 (18-8498) and represented conceptual design completion and schematic design services for all elements associated with the new EpicCentral hotel, convention center, retail and entertainment destination project.

 

Change Order/Amendment No. 2 in the amount of $2,619,175 will be incorporated into the current Merriman Anderson Architects contract for a revised total contract amount of $3,315,150. 

 

This item was taken to the Finance and Government Committee on October 15, 2019 for their review and recommendation for approval.

 

Financial Consideration

Funding in the total amount of $2,746,108 is available as follows:

 

1. $2,215,256 is available in EPIC Central Capital Projects Fund (360093) WO #01909801-03 (Conference Center/Restaurants-Epic Central)

2. $530,852 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the EPIC Central Capital Projects Fund (360093) WO #01909801-03 (Conference Center/Restaurants-Epic Central)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THEY FY 2019/2020 Capital Improvements Projects Budget be amended by transferring and appropriating $530,852 from the unobligated fund balance in the EPIC Central Capital Projects Fund (360093) to WO #01909801-03 (Conference Center/Restaurants-Epic Central)
