Analysis
TxDOT is currently designing improvements to add frontage roads along IH 20 from Lake Ridge Parkway (SH 161) to Belt Line Road (FM 1382). Under the plan being designed by TxDOT, the southbound SH 161 traffic desiring to go to Carrier Parkway at IH 20 must exit southbound SH 161 at Mayfield road, and use SH 161 southbound frontage road (Lake Ridge Parkway), then use the proposed IH 20 frontage road, traversing through traffic signals.
This contract provides for professional Engineering Services with Halff Associates, Inc. for the design of adding an exit ramp to Carrier Parkway from the existing direct connecting ramp from southbound SH 161 to eastbound IH 20. The proposed additional ramp serving Carrier Parkway will require modification of the alignment of the previously approved proposed eastbound IH 20 frontage road bypass over Robinson Road. The realignment of the bypass will not require additional right of way or easements. The scope also includes Reevaluation of the 2015 Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) original Environmental Categorical Exclusion (CE) for the original project prepared by TXDOT.
Financial Consideration
Funding for this work in the amount of $364,300 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Street Capital Projects Fund (400192) to WO# 01713401 (IH20-Carrier Pkwy Ramp) 68560 (Eng/Con/Geo).

AMENDING THE FY 2016/2017 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $364,300 FROM THE UNOBLIGATED FUND BALANCE IN THE STREET CAPITAL PROJECTS FUND (400192) TO WO# 01713401 (IH20-CARRIER PKWY RAMP)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $364,300 from the unobligated fund balance in the Street Capital Projects Fund (400192) to WO#01713401 (IH20-Carrier Pkwy Ramp) 68560 (Eng/Con/Geo)
