Renewal of maintenance and service of Cisco Systems, Inc. SmartNet maintenance agreement with Netsync Network Solutions in the annual amount of $70,092.02 through a state interlocal agreement with the Department of Information Resources (DIR) for an initial one-year term, to be renewed for an additional one-year term with the addition of three additional one-year renewal options, for a total not to exceed $280,368.08 if all renewal options are exercised; and authorize the City Manager to execute any additional renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal term(s)

Analysis
In September of 2018 Council approved this one year contract for the IT Department to utilize for the purchase of maintenance services of our Cisco Systems Inc. SmartNet maintenance agreement which covers key City routers, switches, security appliances, and firewalls. The City uses Cisco routers, switches, and monitoring software across its network infrastructure. This requested Council action is to renew the agreement for one year and add three additional one-year renewal options available to the City should the City Manager authorize those renewals in future years.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including DIR.
DIR provides statewide leadership and oversight for management of government information and communications technology. DIR has served in a leadership role to facilitate the state’s economic competitiveness through its ability to deliver quality information resources commodities and services at the lowest prices and best value for state and local government as well as the K-12 public and higher education systems
Netsync Network Solutions through their DIR contract offers maintenance services of Cisco Systems, Inc. The contract, DIR-TSO-4167, began 7/3/2018 and will expire 7/3/2023.
