Analysis

Funds were approved in the FEMA Grant Fund (300598) Activity 63515025  (City Parks Flood Damage) 68540 (Construction) for the replacement of seven (7)  restroom/shower facilities at Lynn Creek Park and Loyd Park.  On July 18, 2017, a construction contract was award to Hansen Design Build & Development Inc. in the amount of $1,434,997.

 

On October 6, 2017, change order #1 was submitted to the City Manager in the amount of $46,553.58 for asbestos survey, demolish and haul off of five (5) existing restroom/shower facilities at Loyd Park.  Change order #2 exceeds the $50,000 aggregate price approval threshold for the City Manager and requires City Council approval.  These change orders are necessary to expedite the installation of the restroom/shower facilities so that we can comply with the TML requirements that all construction be complete no later than January 31, 2018.

 

Financial Consideration

As indicated in the Communication of Award on July 18, 2017:

Although the City has no guarantee at this time, both TML and FEMA have indicated that the costs to replace the damaged restrooms/shower facilities are eligible for reimbursement with FEMA reimbursing 75% of the costs not covered by TML.  City staff expected to receive the final determination/acknowledgement from TML in August; however, no determination has been made at this time.  If TML and FEMA funding sources do not cover these costs, funding will have to be allocated from Park CIP funds.  At this time, Park management has put several FY17 Lake Park CIP projects on hold pending final determination from TML and FEMA.  And, if necessary, other funding sources will need to be identified in FY17/18.  All costs related to this contract will be tracked and accounted for in FEMA Grant Fund (300598) Activity 63515025 (City Parks Flood Damage) 68540 (Construction).
