Analysis
The Police Department utilizes secure property and evidence storage lockers at the Public Safety Building (PSB) where police officers and Property & Evidence Unit staff can transfer property and evidence into and out of the Property Room. Secure lockers are needed to maintain proper chain of custody for evidentiary purposes.
The currently installed lockers have been malfunctioning on a more frequent basis, placing critical evidentiary materials at risk. Multiple vendors have attempted to repair the lockers but have been unable to do so successfully. The current locker system is no longer supported by the manufacturer and is unable to be repaired. Staff is recommending replacement of the locker system with the recommended vendor, Southwest Solutions Group, Inc., who has provided a not-to-exceed price of $90,000 for full locker replacement. The lockers are all customized and made to order.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master interlocal cooperative agreements with various entities including Sourcewell, on contract #031715-KII.
Financial Consideration
Funding for a Price Agreement with Southwest Solutions Group, Inc., to install property and evidence storage lockers at the Public Safety Building in the amount not to exceed $90,000, is available in the FY 2018/2019 Crime Tax Fund operating budget.
