Change Order No. 1 with Texas Standard in the amount of $19,287.50 for Drainage Improvements at various locations

Analysis
On July 6th, 2010, a construction contract was awarded to Texas Standard Construction in the amount of $267,598 for construction of the Drainage Improvements at various locations.
This project provides for improvements at four locations:
Erosion Control Repair Behind 3718 & 3722 Bluegrass Drive ($21,563)
Drainage Improvements Behind 2972 Pinehurst Lane ($50,532)
Channel Improvements at 844 & 848 Bentwater Parkway ($46,015)
Lakeview Drainage Improvements ($149,488)
The proposed change order No.1 is to provide for the following additional work:
1. During the construction of the drainage improvements behind 2972 Pinehurst Lane, it was discovered that the pipe joints of the existing 60" diameter reinforced concrete drainage outfall pipe have separated. This Change Order provides for filling the 14 pipe joint gaps with concrete grout and wiping the joints smooth for the cost of $2,450.
2. During the construction of the channel improvements at 844 & 848 Bentwater Parkway a water service was encountered which required relocation. This Change Order provides for
relocating the water service to clear the channel improvements for the cost of $500.
3. Addition of another location to this project. The construction of Webb Lynn Road from south of Lantern Way to south of Heather Drive constructed by the Developer in 2003 failed to provide a drainage outfall for the property at 8018 Webb Lynn Road. This Change Order provides two concrete flumes to drain the property for the cost of $16,337.50.
The grand total amount for the proposed Change Order No. 1 is $19,287.50. Fourteen additional days has been requested for this work.
Financial Consideration
State statutes require City Council approval of a change order when the cumulative cost of this change order exceeds $25,000. With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $25,000 without additional Council approval. Also, the City, as an owner, reserves the right to increase the amount of the work to be performed in a given construction contract by an amount not to exceed twenty-five (25%) percent of the original bid. The amount of this contract is $267,598 and the 25% value of this contract is $66,899.50. Amount remaining after approval of this change order will be $47,612.
Contingency Funding for this contract is split between Stormwater (401592) $11,079 and Water (500592) $2,301.
Funding required for the current Change Order No. 1 is Stormwater (401592) $18,787.50 and Water (500592) $500.
Funding in the amount of $500 for the water portion of this change order is available as follows:
1. $500 is available in Water Capital Projects Fund (500592) WO #09910903 (Misc Water Line Replacements) 68560 (Contingency) C10118 Line 5
Funding in the amount of $18,788 for the storm portion of this change order is available as follows:
1. $11,079 is available in Storm Capital Projects Fund (401592) WO#01001803 (FY10 Misc Drainage Projects) 68570 (Contingency) C10118 Line 6
2. $7,709 for the value added work is available in the Storm Capital Projects Fund (401592) to WO #01001803 (FY 10 Misc Drainage Projects).
