Analysis

On May 6, 2014 Council awarded a sole source contract for onsite veterinarian services to Relief Services for Veterinary Practitioners (RSVP) for spay/neuter surgeries, vaccinations, and medical exams to animals within the City's shelter. RSVP is the sole provider with the DFW metroplex for short and long term placement of contracted veterinarians. This contract initially included two days of surgery per week at $67,500 annually.

 

On October 14, 2014 Council approved a change order to the contract adding an additional one day of surgery per week and a veterinarian aide to assist with pre- and post- operation procedures. This change order was effective October 15, 2014 five months into the first term and included three days of surgery per week at $113,861.00 annually.

 

On April 15th, 2016 the City Manager executed the 2nd renewal and approved the single term increase of $13,440 to accommodate a price increase and additional estimated usage.  This renewal with monetary change brought the estimated annual amount to 127,301.00 for term two, no change for terms three and four.

 

On June 7th, 2016 the City Manager executed change order two adding $3,843.00 for additional anticipated services required during term two.

 

This action would authorize the City Manager to execute the final renewal on this contract with a monetary change requested, increasing the contract value by $69,000 for the addition of two surgery days bringing it up to five (5) surgery days per week and estimated annual cost of $182,861. 

 

Chapter 252, Section 022 of the Texas Local Government Code allows for an exemption to competitive bidding requirements for  procurement of items or services that are available from only one source.  Consequently, Section 048 of the same chapter which imposes a maximum allowable change order of 25% of the original contract value does not apply with the use of an exemption.

 

Financial Consideration

Funds are available in FY 2017/2018 General Fund Animal Services Budget (301110 - 61055) for Veterinarian Services and will be charged accordingly on orders through the end of the current fiscal year.
